This is a Sources Sought Notice for drydocking services for the U.S. Coast Guard Maritime Security Cutter, Large (WMSL) vessels. The U.S. Coast Guard Surface Forces Logistics Center is conducting market research to identify potential contractors capable of performing drydocking services for six Pacific Area-based WMSLs between Fiscal Year 2028 and 2033. The contract performance period runs from 15 March 2028 through 30 September 2033, with six planned drydocks and one emergent drydock anticipated throughout the contract term. The WMSL vessels are homeported in Alameda, California (42 Eagle Rd, Alameda, CA) and Honolulu, Hawaii (400 Sand Island Access Pkwy, Honolulu, HI 96819).

The notice solicits information from potential offerors regarding their capability to provide comprehensive drydocking services, including maintenance, repair, and inspection work on these large naval vessels. Interested contractors are expected to submit their qualifications, past performance data, facility capabilities, and capacity information to demonstrate their ability to execute the anticipated work items. This pre-solicitation notice represents preliminary market research and provides contractors an opportunity to express interest prior to issuance of a formal Request for Proposals. The estimated contract value and specific technical requirements are detailed in the attached work items list included with the sources sought documentation.
