About this opportunity
The Department of Homeland Security US Coast Guard seeks dockside repair services for the USCGC TERRAPIN (WPB 87366), with quotations due September 3, 2026, and site surveys due August 25, 2026. The procurement is a Women-Owned Small Business set-aside with a 100% small business subcontracting requirement. Questions and drawing requests are due August 25, 2026.
Place of performance is Bellingham, Washington (vessel location: 365 Harris Avenue). Period of performance runs January 19, 2027 through February 16, 2027. The work consists primarily of W-5 maintenance on two MTU 8V396TE94 main diesel engines and control system configuration updates. Contractors must provide an MTU-qualified technical representative, perform engine condition pre-checks requiring underway operation, conduct in-place maintenance per MTU technical manuals, furnish MTU-certified replacement components, and perform preservation, coating, and welding work per Coast Guard Standard Specifications. Contractor must procure and maintain Ship Repairer's Liability and Comprehensive General Liability insurance at $500,000 per occurrence each, with full Longshoremen's and Harbor Worker's Act and applicable state workers' compensation coverage.
The contract is firm fixed price structured on a composite labor rate (622 total hours) with regional geographic adjustments, plus itemized direct materials and subcontracted services. Evaluation will be based on technical capability (demonstrated ability to meet specifications, project planning addressing schedule, critical path, and MTU engine qualifications), past performance (CPARS and up to three references within three years, with less-than-satisfactory performance precluding award consideration), and price. The Government intends award without discussions but retains the right to conduct discussions if necessary. NAICS code is 336611, Ship and Boat Building; PSC is J999, Non-Nuclear Ship Repair (West).
