About this opportunity
The Bureau of Land Management, Montana State Office, seeks quotations for retrieval of 79 eDNA samples from the Dry Fork basin in Lewis and Clark County, Montana, with quotes due August 19, 2026. This is a Total Small Business set-aside, foreclosing competition outside that pool.
Place of performance encompasses more than 25 stream miles across mainstem Dry Fork, Cabin Creek, Dwight Creek, Canyon Creek, Conger Creek, and several unnamed drainages accessed via the Hobnail Tom Trailhead and requiring up to six miles of hiking, bushwhacking, and packstock support to reach base camp. Work is classified under NAICS 541620, Environmental Consulting Services, and PSC B516, Special Studies/Analysis—Animal/Fisheries.
Sampling must occur during low-water conditions between July 15 and September 30, 2027, to ensure accuracy in eDNA results. The contractor must deliver samples immediately upon completion to the BLM Missoula office and provide a brief summary report detailing trail conditions, intermittent stream reaches, dry sampling locations, fish barriers, and pertinent observations. The BLM provides 100 eDNA sample kits, sample envelopes, and optional Geotech pump equipment; contractors may use scientifically validated manual filtration equipment as an alternative. Period of performance runs from September 2, 2026, through September 30, 2027, with no extension permitted beyond that date. The contract is firm fixed-price, single award. Service Contract Act wage determinations apply, with Primary Classification 30090 (Environmental Technician) and Supporting Classification 23470 (Laborer) for Lewis and Clark County. Evaluation weighs Prior Demonstrated Experience significantly more important than Pricing. Questions are due August 7, 2026. Submission requires three volumes: Required Documentation with Standard Form 1449, Prior Demonstrated Experience, and Pricing as lump sum only. Site visits are strongly encouraged.

DRY FORK BLACKFOOT EDNA SAMPLING
The Department of Interior, Bureau of Land Management (BLM), Montana State Office, is soliciting quotes for the retrieval of 79 eDNA samples from the Dry Fork basin. Dry Fork is accessed via 6-mile hike from the Hobnail Tom Trailhead. Targeted streams include mainstem Dry Fork, Cabin Cr, Dwight Cr, Canyon Cr, Conger Cr, and several unnamed drainages covering more than 25 stream miles. Most streams are accessible by trail but some bushwhacking will be required. Packstock will likely be required to get equipment to a base camp. The contractor is also required to provide a brief summary report detailing trail conditions encountered, intermittent stream reaches, dry sampling locations, fish barriers, and any other pertinent information. The BLM will have the samples processed as a separate action from this contract. eDNA sampling should be completed during relatively low-water conditions (i.e. July 15th to November 1st). This will ensure greater accuracy in eDNA results. The project¿s location is within Lewis and Clark County, Montana.
