About this file
This document is Amendment 0002 to a solicitation for environmental eDNA (environmental DNA) sampling services issued by the Bureau of Land Management (BLM) Montana State Office. The contract number is 140L3626Q0043, with an effective date of August 11, 2026, and a period of performance from September 2, 2026, to September 30, 2027.
The amendment provides clarifications to submission requirements and technical specifications through a series of questions and answers from interested offerors. Key clarifications include: quoters must submit three volumes (Required Documentation, Prior Demonstrated Experience, and Pricing) rather than four; there are no quality assurance or field negative control requirements for the eDNA sampling; the primary wage determination occupation code is 30090 (Environmental Technician) with 23470 (Laborer) as a supporting classification; Standard Form 1449 with total proposed price should be submitted with Volume 1, while the price schedule should be submitted with Volume 3; only a lump sum price is required with no cost basis breakdown needed; contractors may conduct all fieldwork within the final low-water window between July 15 and September 30, 2027, provided deliverables are completed by the contract end date; and no extension to the period of performance beyond September 30, 2027, will be granted. The contractor should acknowledge receipt of this amendment prior to the offer deadline specified in the original solicitation.

Description of Changes - This amendment incorporates the following:
1. The Government is providing new Questions received from interested offerors and the associated Answers provided by the Government.
New Questions and Answers
1. In the SOL, page 8, in the “Quote Submittal” section, it states: “Quoter is to submit four volumes”, but then only three are listed in the following table and text. Lower in the page, it lists VOLUME 4: FACTOR 2, PRICING, having skipped a volume 3. Can you please confirm that three volumes are required and they are: 1: Required Documentation, 2: Prior Demonstrated Experience, and 3: Pricing?
Only three volumes. The required volumes are 1: Required Documentation, 2: Prior Demonstrated Experience, and 3: Pricing.
2. Are any field negative controls or field duplicates required for the eDNA sampling effort? Or are there any other quality assurance (QA) requirements for the contractor? If so, what are the acceptability requirements for any QA involved, particularly any requirements that, if failed, would require resampling?
There are no QA requirements. This is just for baseline information that will help identify areas where further, on-the-ground analysis (i.e. electrofishing surveys) could be required.
3. What Occupation Codes/Titles are applicable under the attached Wage Determination – Lewis and Clark County schedule?
Primary classification (field sampling):
• 30090 — Environmental Technician.
This classification fits the core duties: collecting and preparing environmental samples (water), performing field measurements, calibrating/maintaining equipment, documenting data, and ensuring chain-of-custody for shipment—exactly what eDNA field teams do.
Supporting classifications (if used as part of performance):
• 23470 — Laborer.
For general physical tasks not requiring specialized technical skills—e.g., staging/hauling gear, moving supplies at trailheads or base camp, and similar manual support duties.
4. Within the QUOTE SUBMITAL sections, VOLUME 1: REQUIRED DOCUMENTATION includes Standard Form 1449 with Blocks 17, 24, 30a, 30b, and 30c completed. Then, VOLUME 4: PRICING includes the Price Schedule provided on page 6 along with SF 1449. Does the government require SF 1449 to be submitted with both Volumes?
No. Provide the total proposed price on the SF 1449, this will be submitted with Volume 1, and the price schedule will be submitted with Volume 3.
5. Page 10, VOLUME 3, PRICING (a) states that the ‘Government will evaluate quotes for award purposes by adding the total price of all line-items’, but the Price Schedule on page 6 only has one line item (Dry Fork Blackfoot eDNA Sampling) as one lump sum. Can you please confirm whether the government only requires one total per the Price Schedule or a more detailed breakdown with additional line items?
Only provide the lump sum price.
6. Should the contractor submit a cost basis for the lump sum bid?
No.
Q1. Would the BLM permit the Contractor to conduct all required fieldwork and sample collection within the final low-water window prior to contract closeout — specifically between July 15, 2027, and September 30, 2027 — provided all deliverables are completed within that timeframe?
A1. Yes.
Q2. Is it possible to have an extension on the period of performance to November 1st, 2027, to allow for sampling for the low water periods?
A2. No.
