About this opportunity

The Great Lakes St. Lawrence Seaway Development Corporation (GLS), a Department of Transportation component, cancelled Request for Quote 6923G526Q0051 in its entirety for the drydocking and American Bureau of Shipping (ABS) first 5-year special periodical survey of the M/V "Seaway Guardian," and intends to resolicit the requirement in 2027 under a new solicitation number. The final quotation due date of October 2, 2026 at 12:00 PM EST, set by Amendment A00004, no longer applies, and no award will be made from this solicitation.

The procurement is full and open competition with no set-aside used. It was issued under FAR Part 12 for commercial services under NAICS 336611 (Ship Building and Repairing) and PSC J019. Place of performance is the United States, with work performed at the contractor's marine maintenance and repair facility (shipyard). Quoters had to identify their shipyard location and county to determine the applicable Service Contract Act wage determination.

Scope covers drydocking, ABS hull, machinery, and automation special periodical surveys, renewal of load line, IAPP, and IOPP certifications, hull pressure washing, steel work, and coating renewal across 19 contract line items. Amendment Q&A clarified approximately 13,500 USG of fuel removal and storage, electrical consumption of 80-100 kWh/day at 480V, 3-phase, 200 amps, and full blast and surface preparation for Intershield 163 Inerta 160 coating on the underwater hull. The vessel's systems include 16 overboard valves, 4 seachests, and 2 box coolers. Performance was to begin within 30 calendar days and finish within 60 calendar days of Notice to Proceed, expected September 2026.

The RFQ was a firm fixed-price award with no dollar value or ceiling stated. Evaluation was Lowest Price Technically Acceptable: a technical response limited to 15 pages, including a preliminary project schedule; past performance from 2-3 references within five years of similar size and complexity; and firm fixed price on the Attachment B pricing sheet. Award would have gone to the lowest-priced technically acceptable quoter with acceptable past performance.
