6923G526Q0051 - Dry Docking and Special Periodical Survey for M/V “Seaway Guardian”
Questions & Answers
#QuestionAnswer
1CLIN 0002 – How much fuel should be allowed for removal, store and re-deliver? Although it is noted in CLIN 0018 that you will require 5000 additional US Gallons, we can't seem to find the original amount.(Note current fuel aboard 20,000 USG, upon arrival circa 17,000 USG) It is anticipated the contractor will be need to remove approximately 13,500 USG.
2CLIN 0003 – Similarly to the above, do you have an average electrical consumption or a total amount we should allow for in our estimate?80-100 kWh/day summer cooling load - 3 phase, 480V, 200 amps
3CLIN 0010 – How many anodes should be allowed for replacement? Although there is supporting documents only two anodes are clearly defined as needing repair/replacement."The contractor shall inspect and replace anodes that are missing or unserviceable. This includes the hull welded anodes, azimuth drives bolted anodes, sea chest anodes, and box cooler anodes. If an anode is still serviceable, but its means of connection are damaged or partially missing, the contractor shall repair the connection. For the hull welded anodes, it is known that one of the anodes is missing and one on the starboard forward side has strap welds requiring repairs. GLS will have spare hull and azimuth anodes on hand and onboard the vessel for replacement if needed due to wear or missing."

It is unknown how many anodes will require replacement until the the vessel is in drydock and can be inspected.

4CLIN 0012 – How much oil should be allowed for in both the Clean Lube Oil Tank and the Bulk Lube Oil Storage Tank? There is only the Clean Lube Oil Tank to be cleaned: 100 USG, - 125 USG including associated piping
5CLIN 0013 – Is there any supporting information that can be provided in regard to the ‘Repair of the regulator’?Main engine air start 3 inch pressure regulating station (435 psi to 150 psi); Station is not keeping a steady 150 psi as designed. Regulated air pressure increases over time from 150 psi up to 165-168 psi even after adjustment. Regulator is to be removed from piping spools and torn down for cleaning then testing. Repair may be needed as construction debris and sediment has been found in system since vessel delivery July 2020. No OEM data at this time
6CLIN 0013 – Is the Pressure Relief Valve supplied by GLS? If not, do you have any supporting information on this valve? The Pressure Relief Valve is not supplied by GLS. The Pressure Relief Valve being replaced is a /2 inch KUNKLE 165 PSI Type ABS Certified. Kunkle model # 6182DCM01-KM, 165 PSI set point , 382 SCFM.
7CLIN 0016 – Who is the OEM for the Radio Antenna Tuning? All other OEMs are noted in drawings and supporting details however we can’t find this one specifically.Antennas: Shakespeare; VHF radio telephones: Two Standard Horizon Marine with Model 2200GX VHF Radios are installed above the Pilot house console. Global Maritime Distress and Safety system (GMDSS): 1. Sailor VHF radio-telephones (2 No’s), 2. Sailor MF/HF radio telephones (2 No’s) etc.
83.4.4 – Although it is noted that GLS will supply anodes and drawings, is there any other Owners supplied equipment, materials or special tools in way of the OEM inspections or any planned Owners work we should be made aware of?Tank inspection cover gaskets will be provided.
9CLIN 0014 – Can you provide any photos of the existing compressors in their location. Quincy (The noted OEM) has requested photos of the compressors and their surroundings to get the best idea of access and any interference items.See uploaded photos in response to Question #9.
10CLIN 0014 – Only one serial number is provided for the compressors, can you please provide the other.Port Compressor: Serial No. UTY159129; Starboard Compressor: Serial No. UTY159130
11CLIN 0007 – Task 2, bullet point 4 requests a full coat of Intershield 163 Inerta 160 on the underwater hull area, however there is no blasting or surface prep noted other than spot blasting for abrasions. As per the Application guidelines, a blast is required for maximum adhesion and quality, should this be included?YES
12CLIN 0005 – ABS Special Survey

With the information provided, we reached out directly to ABS who provided us with information specific to the 1st periodical survey. Based on the details provided by yourselves and the further information given by ABS, could you please answer the following.

Is there a number known to the Seaway Guardian for all Tank vents that need to be opened for examination?

Do you have a confirmed quantity for watertight bulkheads and watertight doors requiring examination.

i. Further to this, what are the test requirements? (E.G. Water test, chalk test)

Are thickness measurements required? If so, how many should be allowed for or is this to be performed ‘if required’?

Does the Seaway Guardian have a Valve list? Specifically, for all overboard or hull adjacent valves?

Will the Vessel require all fire and safety gear serviced? If so, do you have a list of this equipment with a list of what is required?

Based on the specification and details provided, would you be able to provide a detailed requirement list of your expectations for this scope of work. Although we do have the ABS document you provided, this covers significantly more than the Seaway Guardian’s specification. As every ABS survey in the past, at the surveyors discretion they pick the vents to be open and inspected. This is usually around 25% of the vents onboard. There are 21 machinery vents (includes tanks, voids, MSD unit, grey h2o evaporator). There are 13 accommodations & space vents on deck. Machinery (engine room) ventilation there are 2 machinery space exhaust louvers on the second deck with actuated dampers, 4 louvers on the main deck (aft) for machinery space ventilation fans (2 units), 2 louvers on the main deck (aft) for z-drive supply and exhaust, 2 louvers on main deck (aft) for workshop supply and exhaust. Forward machinery space supply and exhaust 10 inch gooseneck ball checks are at the forward Port & STBD sides of the forward part of the house on main deck. All 5 sea chest vents are straight piped with no vent check device.

For watertight and fire boundary (wire and pipe bulkhead and deck penetrations) compressed air test if required. Bulkhead and deck penetrations are sealed using FireSeal Marine Flex Sealant (310ml, black in color, part # 100907 and has an ABS approved testing procedure located on FireSeal Marine website.

There are five (5) watertight bulkheads and five (5) fire boundary decks and bulkheads.

There are ten (10) exterior watertight doors and three (3) below deck watertight doors.

There are six (6) exterior 24"x24" watertight escape and access hatches on main deck. In the past ABS has just asked for chalk tests for all door and hatch rubber seals.

Thickness measurements (plate gauging) is to be performed "if required by ABS surveyor", condition of the vessel does not show signs of corrosion at any bulkheads or hull plates at this time.

Valve list: (See attachment) there is no overboard valve list for the vessel at this time. One will be compiled and attached. The vessel has installed: 16 overboard valves, 4 seachests, and 2 box coolers with WEKA tube coolers installed.

The vessels fire and safety gear are current on inspection and expiration dates and if equipment is found to be requiring replacement a decision of GLS or shipyard replacement will be determined at the time of found deficiency. GLS has spare replacement equipment onboard that may be used as replacement if needed.

13 CLIN 0015 // CLIN 0009 // CLIN 0014 – OEMS

At this time, based on the specification and details provided, all OEMs have only provided budgetary estimated costs. Is there additional information the Seaway Guardian can provide in way of service records, detailed requirements, dock and sea trial expectations etc that we can pass on to the OEMS to secure fixed price quotes. If additional information is unavailable, would you accept ‘allowance’ based estimates to be confirmed on receipt of invoice? Milton Caterpillar - Can be contacted for a detailed service record of each engine through Corporate Caterpillar using engine serial numbers. ABS in the past has required shutdown and indication sensor testing as well as overspeed trip demonstration. Caterpillar will need to test using Cat supplied testing devices to test main engines: High jacket water temp shutdown, High aftercooler temp warning, Low oil pressure shutdown, High crankcase pressure shutdown and engine overspeed trip device shutdown test. Caterpillar will need to test using Cat supplied testing devicesto test on generators: High jacket water temp shutdown, low oil pressure shutdown, High crankcase pressure warning, and engine overspeed trip device shutdown test.

Kongsburg - Technician will be needed onsite to provide inspection of lower drive gear boxes, seals, upper gear box inspection IAW and general condition check.

Quincy air compressor overhaul - compressors are 7 years old and putting out max air pressure of 420 psi. Compressors have had regular routine maintence including oil and filter changes, intake air filter changes and unloader replacements but starting to see oil misting from each compressor and slower recharge of receivers. Looking for full teardown and inspection of compressors to include replacement of intake and exhaust valves, pistons and or rings (if needed), bushings and bearings, unloaders and all gaskets and seals. These compressors run quite frequantly as air is used onboard for many systems and demand is high and hours are high on compressors as they are needed for main engine start air, tow winch, z-drive sealing, and many more small systems onboard.
