About this opportunity
Military Sealift Command seeks proposals for ocean-going tug services to tow USNS CATAWBA from Subic Bay, Philippines to Honolulu, Hawaii, with the offer due date extended to September 1, 2026 at 11:00 AM Eastern Time. This is a Total Small Business Set-Aside under NAICS 483111.
The vessel to be towed displaces 1,387 tons, measures 226 feet in length, 42-foot beam, and 15-foot maximum draft. The tug must be U.S. Flag and ocean-going certified, with bollard pull sufficient to tow at a minimum six-knot speed in Beaufort 5 conditions and comply with the U.S. Navy Tow Manual. Vessels must be built on or after 1970 or provide evidence of full rebuild and repowering after 1970. Layday commences September 26, 2026 and cancels November 1, 2026, with up to four days of laytime for the entire mission. The tow will be delivered to Victor Pier, Pearl Harbor, with the contractor bearing full responsibility and cost for unrigging. A required pre-tow conference must occur no later than September 24, 2026 and will be conducted virtually via MS Teams.
Proposals must include ship name, price, USCG Certificate of Inspection and Documentation, vessel specification sheets with photographs, and engagement of an Independent Marine Surveyor at contractor expense. Pricing is submitted via three line items: lumpsum towage price, demurrage rate per day, and marine surveyor costs as a not-to-exceed amount. The Government may extend performance up to six additional months at specified rates. Applicable Service Contract Act wage rates are detailed in Wage Determination 2015-0213, Revision 42, effective August 14, 2026. The prime contractor will be treated as the "Owner" for all tug-related purposes. Evaluation criteria prioritize technical acceptability and lowest price among responsible offerors.
