About this file

This is a Questions and Answers document (No. 2) issued by Military Sealift Command (MSC) on 31 August 2026 for solicitation N3220525R6131. The document provides clarifications to three questions submitted by potential offerors regarding a towing contract.

The document addresses three key operational matters: (1) delivery berth location and unrigging responsibility—the tow will be delivered to Victor Pier, Pearl Harbor, with the contractor bearing full responsibility and cost for unrigging tow equipment including crane services if needed; (2) towing arrangement details—USNS CATAWBA has padeyes on the bow with drawings and photos provided to show tow connection points; and (3) pre-tow conference format—the required conference, which must occur no later than 24 hours before the 26 September 2026 layday start date, will be conducted virtually via MS Teams or similar platform rather than requiring in-person attendance at the port of departure. The document explicitly states that these answers provide clarification only and do not constitute an amendment to the solicitation.

QUESTIONS AND ANSWERS #2

31 August 2026

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1. Honolulu delivery berth and unrigging responsibility. What specific berth/pier in Honolulu will be designated for delivery of the tow (Box 5)? Will MSC/the Navy arrange a crane for unrigging the tow equipment (bridle, tow wire, etc.) upon arrival, or is this the Contractor's responsibility? If the Contractor is responsible, please confirm the delivery pier so that crane support can be arranged in advance.

ANSWER: Victor Pier, Pearl Harbor. The government does not require nor provide a crane for unrigging the tow equipment. Unrigging costs including crane (if needed at contractor discretion) are contractor’s responsibility and cost.

2. Towing arrangement. Is a General Arrangement plan/drawing of USNS CATAWBA available? In addition, are there photos of the tow connection points on CATAWBA (e.g., smit brackets, pad eyes)? We would like to see where and how the tow connection is made.

ANSWER: CATAWBA has a padeyes on bow. Drawing and photos attached.

3. Pre-tow conference format (Box 7(G)). The RFP requires a pre-tow conference not later than 24 hours before the start of laydays (26 September 2026), with time and location "mutually agreed upon by MSC and contractor." Can this conference be conducted virtually (video/teleconference), or is an in-person conference at the port of departure required? An in-person requirement would affect our travel planning and cost.

ANSWER: Yes. Pre-tow conference will be virtual (MS Teams or similar)
