About this opportunity
The Department of the Army National Guard (California Air National Guard) seeks Drug Demand Reduction Program Management Services through an RFQ, with proposals due June 4, 2026. The procurement is set aside for Women-Owned Small Businesses (WOSB) and includes Amendment 0001, which extended the response deadline from May 28 and updated the Performance Work Statement, Quality Assurance Surveillance Plan, and Service Contract Act wage determination.
Place of performance is on-site at multiple California locations including Beale Air Force Base, Mather, Vandenberg Space Force Base, Van Nuys, Los Alamitos, San Diego, and Moffett Federal Airfield. Services cover a 12-month base period plus four optional 12-month periods. The contractor must designate a Wing Drug Demand Reduction Program Manager (WDDRPM) certified through AFMRA train-the-trainer training and provide comprehensive specimen collection, packaging, testing administration, training delivery, records management, and reporting. The contractor must maintain untestable specimen rates below 1 percent monthly and achieve mandatory testing benchmarks of 9 percent monthly or 27 percent quarterly end-strength rates. All contractor personnel require Common Access Cards, AT Level I training, OPSEC training, Information Assurance training, and security clearance compliance as required. Service Contract Act wage rates apply per Santa Clara County Wage Determination 2015-5641 Revision 30, with minimum rates of $49.61 per hour plus 21.45 percent fringe benefits for the Scheduler occupation.
The NAICS code is 561110, Office Administrative Services, with a size standard of $12.5 million. The PSC is R408. Evaluation criteria are technical approach (WDDRPM qualifications, staffing plan, travel plan), past performance (recency and relevancy within three years), and lowest total evaluated price. Award will be made to the responsible quoter offering best value on these three factors. The government anticipates award within 50 days after solicitation closure.
