About this file
This is a Standard Form 30 (SF 30) Amendment of Solicitation/Modification of Contract issued by the W7MX USPFO Activity CAANG 195 for the California Air National Guard. The amendment is effective 26 May 2026 and extends the response due date from 28 May 2026 to 04 June 2026. The solicitation number is W50S6U26QA012, dated 28 April 2026.
The amendment replaces three key documents in their entirety: the Performance Work Statement (PWS) Version 8 dated 18 March 2026 with Version 9.3 dated 17 May 2026; the Quality Assurance Surveillance Plan (QASP) dated 8 January 2026 with Version 1.3 dated 17 May 2026; and the Service Contract Act Wage Determination 2015-5641 Revision 29 from 3 December 2025 with Revision 30 dated 13 May 2026. The amendment also revises the Technical Approach section regarding the Travel Plan in FAR 52.212-2, replaces FAR 52.222-90 with the latest deviation version, and adds a Q&A document. The contract involves Drug Demand Reduction Program (DDRP) management services for the California Air National Guard, including specimen collection, packaging, and on-site program management in accordance with Department of Air Force Manual 44-197 and DoD Instructions. The evaluation criteria emphasize technical approach (qualifications of the proposed Wing DDRPM, staffing plan, and travel plan sufficiency to meet mandatory drug testing rates), past performance based on recency and relevancy within the last three years, and lowest total evaluated price. The contract includes a base year plus four option years with a maximum total duration not to exceed five years. All quoters must acknowledge the amendment at quotation submission.

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
Technical Approach
The technical factor assessment will assess the quoter's ability to successfully accomplish the effort based on the quoter's demonstrated technical approach. The Government will evaluate the quoter's demonstrated technical approach in performing services that meet user's needs.
Technical approach simply means the method of fulfilling the government's requirements and will be assessed on the following areas:
1. Qualifications of the proposed Wing Drug Demand Reduction Program Manager (WDDRPM):
The evaluation will assess the proposed WDDRPM's experience in performing the role. The Government will review the submitted resume and qualifications to ensure the proposed individual not only meets but demonstrates a strong capability to perform the duties outlined in the PWS.
2. Staffing Plan: The evaluation will focus on the quoter's strategies or plan for recruiting, retaining qualified personnel, lapse in service, and minimizing turnover, as required by PWS paragraph
1.4.15. An effective and sustainable plan for managing a stable workforce is crucial.
3. Travel Plan: The evaluation will assess the proposed travel plan is sufficient to achieve the mandatory drug testing rates specified in PWS paragraph 5.4.13 and its subparagraphs. The plan must be realistic, supported, and clearly demonstrates how the quoter will service all required locations and meet testing rates.
Quality Assessment and Overall Rating: The highest rated technical approach will provide the greatest overall benefit in response to the requirement considering the proposed solution and price. This determination is in the Government's subjective assessment. While subjectivity is implicit in the process, the Government will use professionalism in using the discretion afforded by Revolutionary Federal Acquisition Regulation Overhaul (RFO FAR) 12.203(c).
Outstanding: The quote presents a comprehensive and highly effective technical approach that significantly exceeds the minimum requirements in one or more of the evaluated areas. The proposed WDDRPM qualifications, Staffing Plan, and/or Travel Plan demonstrate exceptional merit, innovation, or efficiency. Based on the Government's assessment, this proposed solution offers significant strengths, provides the greatest overall benefit to the Government, and indicates a very high probability of successfully accomplishing the effort with minimal risk.
Acceptable: The quote presents a sound technical approach that meets the Government's minimum requirements across all evaluated areas. The proposed WDDRPM qualifications, Staffing Plan, and Travel Plan are adequate, realistic, and sufficiently supported to meet the user's needs.
While the approach may not significantly exceed the baseline requirements, it demonstrates a clear capability to successfully perform the services and indicates a reasonable probability of successful performance.
Fail: The quote presents a technical approach that fails to meet the Government's minimum requirements or contains one or more material deficiencies in the evaluated areas. The proposed WDDRPM lacks the necessary experience, the Staffing Plan is ineffective/unsustainable, or the Travel Plan is unrealistic and fails to demonstrate how mandatory testing rates will be achieved.
The approach is flawed, indicating a high risk of unsuccessful performance. A quote rated "Fail" is technically unacceptable and ineligible for award.
Past Performance
The Government will evaluate the quoter's past performance to assess the degree to which they have satisfied customers on recent and relevant contracts. Past performance is a measure of the quoter's compliance with federal, state, and local laws and regulations and their ability to successfully perform work of a similar nature. The assessment will be based on recency, relevancy, and quality of the performance information collected.
Past performance information may be obtained from any sources available to the Government, including, but not limited to, the Contractor Performance Assessment Reporting System (CPARS), referenced provided by the quoter, and data from other government agencies.
The evaluation will proceed as follows:
1. Recency and Relevancy Assessment:
Recency: a recent contract is defined as one that is ongoing or has been completed within the last three (3) years from the date of this solicitation's issuance.
Relevancy: relevant work is that which has confronted the quoter with same kinds of challenges reasonably expected during the performance of this requirement. For each contract reviewed, the Government will assign a relevancy rating based on the criteria below:
Relevant: Present/past performance effort involved similar scope, magnitude of effort, and complexities this solicitation requires.
Not Relevant: Present/past performance effort involved little or none of the scope, magnitude of effort, and complexities this solicitation requires.
Definitions:
Scope: Type of work, functions, and skill mix, such as Drug Demand Reduction Program (DDRP) management, specimen collection, and compliance with DoD/Air Force instructions.
Magnitude of Effort: The dollar value and period of performance of the referenced present/past performance.
Complexities: The contract type (e.g., Firm-Fixed-Price, IDIQ, FAR-based), location (e.g., on-base, off-base), terms and conditions (e.g., private, Federal, DoD, Air Force, Air National Guard).
2. Quality Assessment and Overall Rating:
For all present/past performance deemed recent and relevant, the Government will evaluate the quality of the quoter's performance. The Government will assign a single performance confidence rating of Acceptable or Unacceptable.
Acceptable: Based on the quoter's performance record, the Government has a reasonable expectation that the quoter will be able to successfully perform the required effort, or the quoter's performance record is unknown (neutral).
Unacceptable: Based on the quoter's performance record, the Government does not have a reasonable expectation that the quoter will be able to successfully perform the required effort.
Price
The Government will evaluate the quoter's price for reasonableness in accordance with RFO FAR 12.204(a) and RFO DFARS 212.204(a).
Criteria for Award: The Government will award a contract to the responsible Quoter who represents the best value to the Government on the basis of its technical approach, past performance, and lowest total evaluated price.
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) . A written notice of award or acceptance of an offer furnished to the successful Notice of award Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
52.217-9 Option to Extend the Term of the Contract. Mar 2000 hereby reads as follows:
Option to Extend the Term of the Contract (Mar 2000)
The Government may extend the term of this contract by written notice to the Contractor within (a) ; provided that the Government gives the Contractor a preliminary written notice of its 30 days intent to extend at least days before the contract expires. The preliminary notice does not 60 days commit the Government to an extension.
If the Government exercises this option, the extended contract shall be considered to include (b) this option clause.
The total duration of this contract, including the exercise of any options under this clause, shall (c) not exceed years.5
