Summary

This is a Questions and Answers (Q&A) document for Solicitation #W50S6U26QA012, a new federal contract requirement with no incumbent contractor. The solicitation addresses Drug Demand Reduction Program (DDRP) Management Support Services for the Air National Guard, supporting multiple wings and geographically separated units (GSUs) across performance locations. The contract consists of firm-fixed-price line items including Phase-In (CLIN 0001), DDRP Management Support Services (CLIN 0002), Travel (CLIN 0003), and Commander-Directed Testing, with a 30-day phase-in period followed by recurring support services. The Government anticipates award within 50 days after solicitation closure.

Key operational requirements include contractor provision of a Wing Drug Demand Reduction Program Manager (WDDRPM) who must complete AFMRA-certified train-the-trainer training (provided by Government online) during the phase-in period, with contingent acceptance of candidates not yet certified at quote submission. The contractor must support specimen collection, training delivery to military personnel (DTPAMs, backup collectors, Trusted Agents, Observers, Commanders, and First Sergeants), daily oversight and scheduling of government-appointed testing personnel, records management, and reporting. Performance will be evaluated against established benchmarks (9 percent monthly and 27 percent quarterly testing rates per PWS paragraph 5.4.13) with potential payment reductions for non-compliance. The Government will provide drug testing supplies, storage space, and Government-furnished property; the contractor is responsible for shipment accounts, contractor-furnished equipment, and ensuring secure storage. On-site presence is required for specimen collection support, training, CAC/access actions, secure records handling, and location-dependent functions, while administrative tasks may be performed remotely. Historical workload data, training volume estimates, and travel pattern expectations are not available; quoters must develop technical approaches meeting PWS requirements based on provided exhibits and DDRP operational standards.

No. Question Response 1 Is Solicitation #W50S6U26QA012 a new requirement or a follow-on effort? If follow-on, please identify the incumbent contractor, incumbent contract number, period of performance, and whether the Government anticipates any transition period for a successor contractor.

This is a new requirement. There is no incumbent contractor.

2 Travel CLIN Pricing Mechanism: The PWS describes travel as pre-approved, reimbursable in accordance with the Joint Travel Regulation (JTR), receipt-based, and with no fee or markup. However, the solicitation identifies CLIN 0003 (Travel) as Firm-Fixed-Price (1 Job). Please clarify the intended pricing and invoicing mechanism for travel (for example, reimbursable not-to-exceed versus fixed-price) and how travel costs will be evaluated.

All line items, including the travel CLIN, are firm-fixed-price. See PWS paragraph 1.4.12.

3 Phase-In vs. Base CLIN Scope: Please confirm what activities and costs are considered in-scope for CLIN 0001 (Phase-In) versus CLIN 0002 (DDRP Management Support), particularly with respect to training completion, CAC and system access processing time, and any travel required during the phase-in period.

CLIN 0001 covers phase-in activities identified in PWS paragraph 1.4.15. CLIN 0002 covers recurring DDRP Management Support Services after phase-in.

4 AFMRA Train-the-Trainer - Delivery and Scheduling: The PWS requires the contractor to complete AFMRA-certified train-the-trainer training. Please confirm who delivers this training, how enrollment is scheduled, and whether the Government coordinates or sponsors attendance.

The Government provides AFMRA-certified train-the-trainer training online. See PWS paragraph 5.2.2.

5 Train-the-Trainer Completion Timing: Please confirm the required deadline for completion of the AFMRA-certified train-the-trainer course relative to contract award, the 30-day phase-in period, and the start of full performance.

See PWS paragraphs 5.2.2. and 1.4.15.

6 Conditional Acceptance of WDDRPM: If the proposed Wing Drug Demand Reduction Program Manager (WDDRPM) has not completed AFMRA train-the-trainer training at the time of quote submission, will the Government accept a candidate contingent upon successful completion of the certification during the phase-in period?

See PWS paragraph 5.2.2.

7 Minimum WDDRPM Qualification Standards:

Beyond being knowledgeable in Drug Demand Reduction Program processes and guidance, The minimum requirements are those stated in the solicitation and PWS.

are there any minimum mandatory qualifications for the WDDRPM, such as years of experience, prior ANG or DoD DDRP experience, or required certifications?

8 Training Volume Estimates: Please provide estimated numbers of Government personnel expected to require initial and recurring training during the base year, including DTPAMs, backup collectors, Trusted Agents, Observers, Commanders, and First Sergeants.

The requested training volume estimate is not available.

9 Observer Retraining Frequency: Since Observer training is valid for seven calendar days, please provide the expected frequency and approximate volume of Observer retraining events during normal operations.

The Government does not have an estimated frequency or volume.

10 Primary Duty Location and On-Site Presence:

Please confirm whether routine weekday on-site presence is expected outside of Regularly Scheduled Drill (RSD) and Annual Training (AT) periods for administrative support, reporting, coordination, or other DDRP functions.

Some administrative, planning, reporting, and coordination tasks may be performed remotely when remote performance does not affect compliance, timeliness, security, privacy, or mission support. Tasks requiring physical presence, such as specimen collection support, training, CAC/access actions, secure records handling, or other location-dependent functions, must be performed on site. See PWS paragraphs 1.4.1.1, 5.2, 5.3, and 5.4.

11 Alternate/Deputy Geographic Location and Workspace: Can the proposed alternate or deputy be geographically based in Southern California while still performing required contract duties on-site at supported locations?

If this approach is acceptable, would the Government provide or permit use of Government-furnished workspace, network access, and secure storage at one of the southern performance locations listed in Technical Exhibit 3 when the alternate or deputy is supporting the contract?

The Government will not prescribe where the contractor or any of its personnel are geographically based. The contractor is responsible for proposing an approach that meets all PWS requirements. See PWS paragraph 3.1.

12 Historical Workload Data: Technical Exhibit 3 provides estimated specimen collection by location for historical background only, but please provide monthly or quarterly historical specimen collection volumes by location, or the best available breakout, to support realistic workload, staffing, and travel planning.

Historical data by location is not available.

Technical Exhibit 3 provides estimated specimen collection for historical background only and is not a guarantee of workload quantities. Quoters should also consider the DDRP benchmarks in PWS paragraph 5.4.13.

13 Travel Pattern Expectations: Please provide historical or estimated travel frequency, typical trip duration, and site-to-site support patterns for the base year and option years.

Historical travel data is not available.

14 Commander-Directed Testing CLIN Usage:

Please provide historical usage data or

estimated expected frequency for the Commander-Directed Testing CLIN to inform pricing assumptions.

15 System Access Timeline: Please provide the expected timeline after award for contractor access to required Government systems, including DTP, iFTDTL, Air Force Drug Testing Software, CarePoint, myLearning, NIPR, and Government email and Teams.

The Government cannot provide a guaranteed system access timeline because access depends on multiple Government systems, offices, and procedures. The contractor’s timely submission of complete and accurate access information is the critical first step. See PWS paragraph 1.4.15.1.

16 CarePoint Roles and Authorities: Please clarify the contractor's expected role and level of authority within CarePoint, such as records maintenance only versus initiating workflows, uploads, and notifications.

CarePoint is an information repository for the Drug Demand Reduction Program. There will be more information on CarePoint provided during training.

17 Reporting Templates: Please provide the required template or format for the monthly Kneeboard Report associated with the 9 percent monthly and 27 percent quarterly testing benchmark and the Annual DDRP/COR Checklist referenced in the PWS.

The template will be provided to the successful quoter.

18 Performance Deductions Methodology: The QASP states that failure to meet required service levels may result in a deduction from the monthly payment, and the PRS identifies both 90 percent on-time thresholds and 100 percent event-compliance standards. Please clarify how deductions are calculated, such as per event, per month, or by another method, and which deliverables or tasks are assessed under each standard.

See QASP paragraphs 3, 4.3, and 6.1.1.

19 Historical Performance Trends: Please provide any available historical performance data for covered locations, including untestable specimen rates, monthly and quarterly testing rates, and recent corrective action plans.
