About this opportunity

The Department of Agriculture Agricultural Research Service seeks drought shelter repairs and replacement at its Tifton, Georgia facility, with quotations due June 12, 2026. This is a Total Small Business Set-Aside restricted to firms with no more than 750 employees under NAICS 332311.

Place of performance is Tifton, Georgia (2316 Rainwater Road and 226 William Gibbs Road). The scope includes replacement of three Atlas Snow Arch 30' x 84' drought shelters and repair of seven additional structures damaged by Hurricane Helene. Work must begin within 7 calendar days of notice to proceed and complete within 30 calendar days thereafter. Prevailing wage rates apply under Davis-Bacon, with wage determinations for Tift County, Georgia effective through August 2025; Executive Order 13706 paid sick leave and Executive Order 13658 minimum wage requirements apply where applicable.

Contractor personnel must hold 10-hour OSHA certification, with supervisors requiring 30-hour OSHA training. A Site Safety Specific Plan and Accident Prevention Plan must be submitted within seven days of award. Only Atlas brand shelters are acceptable to match existing units. Contractors must utilize bio-based products to the maximum extent possible and comply with ARS Environmental Management System disposal criteria.

Award will be made on a firm fixed-price basis to the lowest-priced technically acceptable offer with acceptable or neutral past performance. Evaluation criteria include price (fairness and reasonableness), technical approach (sound and compliant plan), company experience (three references from similar projects within three years), and past performance rating. Questions are due May 28 at 4:00 PM EDT. Amendment 01, posted June 2, included site visit sign-in sheets and RFI responses; offerors must acknowledge amendment receipt with proposal submission.

AMENDMENT 01 - 06/02/2026

Solicitation is amended to post the site visit sign-in sheets and responses to all requests for information (RFIs) received by the RFI deadline.  All other terms and conditions remain unchanged.

Acknowledgement of amendment is required with proposal submission by either returning a signed copy of the SF-30 or completing section 19 on the SF-1442.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q0628 is issued as a Request for Quotation (RFQ) for drought shelter repairs and replacement.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 332311.  The small business size standard is 750 employees.  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

Organized site visits have been scheduled for May 20, 2026 at 1:00 PM Eastern Daylight Time (EDT) and May 21, 2026 at 1:00 PM EDT.  The same information will be provided at both site visits, so offerors only need to attend one.  Contractors wishing to attend the site visit must register by emailing josh.dobereiner@usda.gov by May 20, 2026 at 10:00 AM EDT with the name(s) of attendee(s), company they are with, and company(s) they are representing.  A Government issued photo ID is required for attendance.

The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site, which may be helpful in the preparation of quotes.  Attendance at the site visit is not mandatory for quote submission; however, failure to visit the site will not relieve or mitigate the successful contractor’s responsibility and obligation to fully comply with the terms, conditions, and specifications contained and/or referenced in this document.

All question regarding this solicitation must be submitted in writing to the Contracting Officer, Josh Dobereiner, via email to josh.dobereiner@usda.gov.  Questions must be submitted no later than 4:00 PM EDT on May 28, 2026.  Answers to all questions received by that time will be posted as an amendment to the solicitation.  No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer.  Telephone requests for information will not be accepted or returned.
