The Special Notice announces the Department of the Navy Naval Air Warfare Center's intent to issue a request for proposals for an Advanced Computer-based Training System Indefinite Delivery Indefinite Quantity contract. The Naval Air Warfare Center Training Systems Division in Orlando, Florida seeks to establish an IDIQ vehicle to develop and sustain various naval training solutions.
The Special Notice provides draft documentation and details regarding the forthcoming solicitation to notify potential offerors in advance and outline the opportunity. The Advanced Computer-based Training System IDIQ will support development of solutions such as a simulation of the Internal Countermeasures Launcher system for Virginia-class submarines. Eligible small businesses will have the opportunity to submit proposals under solicitation number N6134019R1203 for a single-award IDIQ contract with a five-year base period and one three-year option period. Offerors should await release of the official request for proposals, with responses and relevant documentation to be contained therein.

Amendment 0003 has been generated; wherein, past performance evaluation criteria format in Section M has been updated to align with Section L format (required submission data) which remains unchanged. Also, ICL Delivery Order (DO) 0001 has been changed to a Sample DO. The requirement definition remains unchanged; however, the MRTS 3D ICL requirement will not be issued as the first delivery order after the ACTS IDIQ is awarded. A pre-priced Post Award Conference CLIN (0008, $2,000.00) has been added to the ACTS IDIQ and serves as the minimum guarantee; no pricing for CLIN 0008 need be proposed, neither will CLIN 0008's price factor into the total evaluated price. Lastly, the proposal validity period is extended from 180 to 240 days.
New proposals are not requested. No additional materials, attachments or guidance will be posted. Offerors whose proposals have already been accepted by the Government for evaluation shall sign and return a copy of the signed Amendment 0003 SF-30. Signature and return of the amendment indicates the offerors agreement to the extension. Please be advised, any evaluation notices (ENs) if prepared by the Government in conjunction with evaluation of proposal responses to the ACTS IDIQ RFP, will be submitted directly and only to those offerors to whom a EN may apply. Any ENs distributed will be accompanied by cover letters containing instructions for completion. Contact the contract specialist, if you have any questions. Correction of the second sentence of RFP N61340-19-R-1203-0002, Section L, PART B 3.2 Delivery Order (DO) 0001, by deletion of text. The second sentence should read as follows:
The offeror shall provide the tables (examples below), to identify proposed labor categories, hours, fully burdened labor rates and total estimated price proposed for work effort defined in the applicable DO’s Statement of Work (SOW) and resulting technical proposal.
The text (less profit), profit amount is deleted.
Delivery Order 0001 shall be proposed as a Firm Fixed-Price product..

Regarding ACTS IDIQ RFP Section L, Part B, 3.1(a)(iv); former NAVAIR Clause 5252.201-9502 Contractors Authorized Contact Coordinator and Technical Liaison is now reserved, no longer used; there are no Section G clauses to insert in Volume 3.
Regarding NAVAIR Clause 5252.204-9502, the installation identity and requiring agency address is Naval Air Warfare Center Training System Division, 12211 Science Drive, Orlando, FL 32826. The remaining address information sections will be completed by the government and provided to the successful offeror upon contract award..

The purpose of this update to the ACTS IDIQ RFP is to provide options regarding completion of the electronic Past Performance Information Form (PPIF), a .pdf form.
Offerors shall ensure the completed form is saved to the electronic version (CD) of the proposal submission (Volume 2). All text data is viewable in the electronic form, but may not be viewable when printed; the government is not aware of a means of printing the form such that all text in the fillable area may be viewed.
Offerors may cut and paste text entered in the fillable form section(s) into an MS Word document and include that document as an proposal attachment (ensure PPIF to past performance contract/document association is clearly identified); past performance has no page count limitation..

Submitted relevant Questions and Answers concerning the ACTS IDIQ RFP have been posted.
The file titled ACTS_IDIQ_RFP_Attachments_L-1_thru_L-7c.zip has been deleted and has been replaced by the attachment to amendment 0001. The files set contained a document, Atch_L-7c_ACTS_DO01_VA_ICL_PerformanceSpec_FINAL_21Jan19.docx, which included two figures (pictures) which were not necessary for fulfilling the stated software development requirement. Another document within the file, Atch_L-7b_ACTS_DO01_VA_ICL_SOW_FINAL_24Jan19_Rev1.docx, is also replaced, as it incorrectly indicated a requirement to submit CDRLS B002 and B003.
A new .docx file was uploaded via NECO (https://www.neco.navy.mil/) on 15 February 2019, titled Atch_L-7c_ACTS_DO01_VA_ICL_PerformanceSpec_FINAL_15Feb19.docx.†In addition, a new .zip file containing current versions of ALL necessary ACTS IDIQ solicitation attachments (to include Attachments L-7b and L-7c), titled ACTS_IDIQ_Attachments_L-1_thru_L-7c_15Feb19.zip has been uploaded.
Documents relevant to the ACTS IDIQ RFP are accessible both via the NECO (see above) and FedBizOps (www.fbo.gov) government acquisition portals.
NOTE: Other than the two RFP attachments mentioned here (Atchs L-7b and L-7c), all other attachments in the initially uploaded ACTS_IDIQ_RFP_Attachments_L-1_thru_L-7c.zip file remain relevant to the solicitation in their initial form.
Where applicable in proposals, please ensure documents contained in the 15Feb19 dated .zip file are cited.
Remember to submit a signed copy of any RFP amendments (SF-30) with your proposal. The RFP and any amendment pages will not be included in the proposal page count.
