About this file

This draft performance specification outlines requirements for the development of a Virtual Reality simulation of the Internal Countermeasures Launcher system for Virginia-class submarines. The Navy seeks a contractor to design, fabricate, install, test and deliver an MRTS 3D simulation that depicts the necessary spaces and equipment aboard a Virginia-class submarine to train operators on standard operating and casualty procedures. The simulation software must run on the MRTS 3D platform and integrate with the IOS, providing instructors the ability to monitor and evaluate student performance across 24 workstations. Contractors will use provided technical documentation and laser scans to accurately model the physical dimensions, layout and operation of the ICL system and associated spaces. Deliverables include 3D models, embedded instructional videos, simulated procedures, and a media library cataloging all reference materials gathered.

Simplified placement operations may be used. For example, the loading stick may be aligned with the tube by simply clicking on the tube with the loading stick enabled, which will then immediately place the loading stick in the correct position to be inserted into the tube.

While possible, it is not necessary for the student to ‘carry’ the loading stick into the other room, but just have it enabled when the proper location is operated.

3.1.1.3.2.2.4. Tools shall be stowed by clicking on their stowage location with the object enabled. The tool shall immediately move to the stowage location once the stowage location is clicked. Once stowed, the action bar icon shall be removed and the object disabled until required again.

3.1.1.3.2.2.5. The contractor shall propose specific gestures and operations for all tools and equipment at PDR and finalize them at CDR with

Government approval. Once approved, the tool operations shall be added to the MRTS 3D Style Guide Specification. Technical

Interchange Meetings (TIMs) may be used to discuss details prior to the

PDR.

3.1.1.3.3. Simulated Casualty Procedures

3.1.1.3.3.1. The ICL simulation shall enable the student to virtually execute the

Casualty Procedures found in the MRTS 3D ICL OP and CP

Spreadsheet. The MRTS 3D ICL OP and CP Spreadsheet was derived from OD 44979 Volume 2 Part 2 Section E. Reference above mentioned GFI as necessary to derive all the ICL functionalities needed to support procedural execution

3.1.1.3.3.2. All tools and cleaning methods shall be implemented in the simulation

IAW with the MRTS 3D Style Guide Specification.

3.1.1.3.5.1. Audio Communications (comms) - MRTS 3D audio comms is a core feature of the MRTS 3D M&SDK through the Student Management System

(SMS). In particular, the following features shall be available:

3.1.1.3.5.1.1. The student station software shall allow the student to talk to the instructor via the MRTS 3D SMS.

OPERATIONS

1. At laptop open CD Tray by pressing “OPEN”

2. Place CD inside the laptop’s CD Tray and press down until you hear a click

3. Open Windows Explorer

3.1.1.3.5.1.2. The student station software shall allow the student to talk with their assigned group of students in a virtual ship instance via the MRTS 3D SMS.

3.1.1.3.5.2. Chat Communications

3.1.1.3.5.2.1. All student stations shall have chat capabilities. MRTS 3D chat is a core feature of the MRTS 3D M&SDK through the

Student Management System (SMS).

3.1.1.3.5.2.2. Incoming chat messages shall appear in the Student Station

Heads Up Display (HUD) as defined in the MRTS 3D Style

Guide Specification.

3.1.1.3.5.3. Canned Responses – During performance of a procedure, the student shall have the capability to input system reports to external watch-standers.

External watch-standers shall be simulated and respond appropriately while the student performs the procedure. As the student checks off procedure steps that involve reporting to external watch-standers, the student station software shall automatically initiate the report and respond with the appropriate watch-standers response. Automated watch-standers shall respond with both audio and chat messages replicating actual watch-stander responses.

3.1.1.3.5.3.1. For example, on board the actual submarine, the Internal

Countermeasures Remote Control Panel is located in the

Command and Control Center (CACC). Inside the MRTS 3D simulation, when student transfers control of the Internal

Countermeasures to the CACC, the student software shall notify the IOS and allow the simulated watch-stander to operate the CACC, e.g. launch the primary and secondary countermeasures for each student at the appropriate step in the procedures to be simulated.

3.2 Additional Deliverable Requirements. The contractor shall follow the MRTS 3D and modeling standard style guides and other M&SDK documentation listed in the GFI section so that the subcomponents of the deliverables have maximum reusability for future government-funded efforts via any contract vehicle or in-house effort. Specifically:

3.2.1 Model data shall be created in a 3DStudio Max supported format. The models shall be saved as reusable items at the lowest logical level (e.g. valve handwheel, countermeasure device, wrench).

3.2.1.1 As part of A00J and A00Q, the files shall be delivered as an easily reusable repository or bank of files that do not require the government to go back to the contractor to request individual files.

3.2.1.2 CDRL A00Q – Technical Data – The contractor shall create a Media Library containing all media collected as a part of Technical Data Gathering Events. This Media Library will include all photographs, video, audio, documents, and any other media produced from

Technical Data Gathering Events. All information, including pictures and video, shall be catalogued by software model and organized for future reuse. The contractor shall propose an organizational format for the Media Library. The proposed format shall be presented and have the government’s approval prior to the first data gathering event. The contractor shall break up the videos into YouTube-style clips for use in the MRTS 3D simulation as well as other government purposes. The breaking up of segments shall correspond to each step of the appropriate technical documentation, or a logical grouping of several short steps that when combined, total approximately 10-20 seconds. The media shall have file names or meta data so that, collectively, the files are searchable and sortable by:

a. File Name / component name

b. Platform (e.g. Ford CVN, AEGIS DDG, VA SSN)

c. Platform space (ex. Frame number, space name)

d. System name (ex. AEGIS Radar, EMALS, “generic mechanical” for valves, “generic test equipment” for oscilloscopes and multi-meters)

e. Model format, if applicable

f. Resolution and Level of Detail (LOD)

g. Model version with change description

h. When applicable, the step of procedure captured in that file

(ex. OI 631-10 step 3.2.a)

i. Level of classification (“Unclassified”, “Confidential”, “Secret”) and, when appropriate, handling restriction (“FOUO”, “NOFORN”, “NNPI”)

Note: The requirement for this DO is to produce an unclassified training simulation, which would include embedded unclassified videos. However, it is possible during data gathering that the contractor records video at a higher level. The requirements of 3.2.1.2.i are included in case video does need to be recorded at a higher classification or at the handling restrictions of For Official Use Only (FOUO), no foreign nationals (NOFORN), or Naval

Nuclear Propulsion Information (NNPI).

3.2.1.2.1 Audio:

a. Voice recordings shall be recorded as loud as possible without reducing clarity.

b. All voice recording shall be recorded using microphones as close to the subject as possible to ensure clarity. Use a lapel microphone wherever possible.

c. Any distracting background noises shall be eliminated. When recording in environments that have running ventilation fans or other rotating machinery, these sound sources should be edited out during post production processes whenever possible.

3.2.1.2.1 The videos:

a. Shall be recorded from a first person point of view whenever practical to emphasize the learner’s perspective for skill development.

b. Shall be edited post production to remove unnecessary delays, or “dead time.”

c. Shall be produced in MP4 format, 1280x720 resolution.

d. Shall film a subject matter expert performing the procedure in the following fashion:

i. Operator reads the specific step to be performed.

ii. Operator performs that specific step.

iii. Repeat steps i-ii until procedure completion.

e. The government will provide the subject matter expert to be filmed.
