91., page 68 Is the deadline for questions 10 days or 15 days after final RFP release? 15 days after Final RFP release.
Past Performance information submittal deadline
RFP Para. 4.0, page 66 "It is requested that Volume 2 Past Performance information be submitted not later than 21 days after the final
RFP release date." Is this a requirement and is there any penalty for failing to meet this date?
Response time period is desired, not required, and there is no penalty for submitting PP data up through the proposal due date
Past Performance
Sources
RFP, Para. 2.0, page 71, page L-
In Attachment L-3, Past Performance Information Form, the form indicates that a “Principle Subcontractor” may submit the form and serve as a reference. In accordance with Attachment L-3 and FAR 15.305(a)(2)(iii), can the
Agency please confirm that one past performance reference may be submitted for each Principle
Subcontractor included in an offeror’s proposal? See FAR 15.305(a)(2)(iii), stating that under a past performance evaluation the “evaluation should take into account . . . subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.”
Neither Attachment L-3 or the referenced documents address principle subcontractors. As set forth in the RFP, the government will limit its past performance evlautions to primes and/or Joint Ventures who are submitting proposals, as those offerors would be ultimately responsible for performance of the contract should they be awarded the contract.
Pate numbering of Cover
Page RFP, Para. 2.0, page 64 “All pages should be numbered with section and page numbers. “ Does this include the Cover Page?
Proposal cover pages do not need to be numbered. Front pages and indexes are not included in the document page count.
Copy numbers RFP, Para, 3.0, page 65 The Government requires that each volume shall contain a copy number. Can the Govt explain what is meant by
“copy number?” In addition to the Paper Copies, should the Paper Original have a designated copy number?
Should the Electronic Original have a designated copy number?
Copy number refers to Original Copy and Copy 1, Copy 2, etc.
The Electronic Copy shall be designated as Volume <number>
Original.
PAM Labor Categories PAM, page 1 Are the labor categories in the PAM being dictated as the only labor categories or can the offeror include additional categories and/or break out labor categories by level (e.g. Technical Writer I & Technical Writer
II, vice Technical Writer).
Offerors may propose additional labor categories. However, if proposed, offerors shall also includ a labor category description, qualifications & experience adn educational background information (see PAM table sample in Section L., Part B). In addition, an explanation of why the additional category(ies) is/are being offered, as it relates to satisfying 1) the DO 01 requirement and 2) future requirements within scope of the ACTS IDIQ SOW.
RAM Fixed Factor Rates PAM, page 1
"The fixed factor rates listed below are only applicable to travel, material and other direct costs for Software
Product Development (FFP) CLIN 0001 and Contracted Systems Integration (FFP) CLIN 0003. The fixed factor shall account for appropriate overhead, G&A and profit applicable to materials/hardware CLIN 0005 and travel
CLIN 0006, and other direct costs.” Does this imply that it is possible to have two different factor rates for travel (within the same CLIN) depending on whether the traveler is supporting an FFP or CPFF task?
For DO 01 only, travel shall be proposed on a FFP basis.
Multiple factors for travel within the same CLIN is prohibited.
Estimated travel proposed on delivery orders by the successful awardee shall be reflected on one COST CLIN.
CLIN 0007 RFP, page 5
CLIN 0007 Documentation. A significant portion of a SETR based development effort includes refining and updating the requirements and documentation. Is the intent of this CLIN to account for any and all effort related to creating, maintaining and delivering these documents? Or is the intent to only include the effort to package and deliver the CDRLs?
This CLIN is only for Logistics documentation CDRLs in the
C, D, E, and F series CDRLs. "A" series Engineering CDRLs shall be delivered at the appropriate SETR events and according to the individual CDRL requirements on the primary software development CLIN 0001 and should be priced there.

IMS RFP, Para. 3.2 page 73
“The offeror shall provide an integrated master schedule (IMS) and a Basis of Estimate (BOE) with their proposal.”
This is the only place in the RFP that references an IMS. All other guidance is to deliver a CWBS. Is it the
Government’s intent that the offeror provide a CWBS in the Technical volume, but an IMS with the Price volume?
The two documents may be combined. The CWBS is derived from the IMS, but there is no preference regarding how they are presented in the proposal.
Personnel Allocation
Matrix
RFP Section L, Part B, Element
1.1.A, page 69
RFP Section L. Part B. Element 1.1A states “If the offeror proposes a subcontractor or teaming approach, identify the same level of detail for subcontractors.” If an offeror uses a teaming approach (with subcontractors), do the labor categories in the Personnel Allocation Matrix for each team member have to be identical, or can there be unique (and different) labor categories for each team member?
A column may be added, to the right of those in the template, depicting the subcontractor labor category name corresponding to the defined qualification criteria.
SMP, SDP and SEMP
RFP, Section L, Part A, 3.0, page 65; Section L Part B, 1.2.1.3, page 70
RFP Section L, Part A.3.0 states “*Page limitation does not include front matter such as title page, table of contents, list of figures, etc., glossary (if used), personnel allocation matrix, Configuration Management Plan (CMP), Software Development Plan (SDP) nor System Engineering Management Plan (SEMP), if provided.” RFP Section
L. Part B,1.2.13 call out for the submission of a SDP, but not a CMP or SEMP. Please confirm that a CMP and
SEMP are not required to be submitted as part of the proposal.
The CMP and SEMP are not required to be submitted as part of the proposal. The items were suggested in consideration that the offeror’s may desire to use existing documentation as part of their proposal.
Exhibit 2 CLIN 0004 Exhibit 2 CLIN 0004 in Exhibit 2 is referenced to as an FFP CLIN. Should this be a CPFF CLIN?
Yes. The referenced text should read "CPFF" vice "FFP. (see second line of text in the paragraph above the 3rd table in
Exhibit 2 - Resource Allocation Matrix); the RAM has been edited.
MRTS 3D "Application
Marketplace"
Classification Level
Exhibit 1a, Para. 3, page 10 What is the anticipated classification level of materials provided by the Contracted Systems Integrator (CSI) through the "cloud based 'application marketplace'", since this program is designed to support the retention of classified SECRET assets?
It is anticipated, but cannot be guaranteed, that throughout the life of the ACTS contract, all cloud-based distribution will be of an UNCLASSIFIED nature.
CRM RFP, page 66 Are the labor categories in the PAM being dictated as the only labor categories or can the offeror include additional categories and/or break out labor categories by level (e.g. Technical Writer I & Technical Writer
II, vice Technical Writer)
See Response to Question #6
TFS Reference TBOE, page 1 The government TBOE lists a tasking of “TFS Management” in multiple phases. Assuming this stands for Team
Foundation Server, does this indicate the government’s desire for contractors to use Team Foundation as a source management tool?
TFS does stand for Microsoft’s Team Foundation Server. Most existing MRTS 3D software is maintained in TFS. Because source code repositories can be made available as a pull from the TFS database, it is not a hard requirement from offeror’s.
However, using TFS aids in retaining source code file history and configuration management.
Test Process for DO 0001 VA ICL SOW The VA ICL SOW, and the TBOE, ends the SETR process at the DT-3 and TRR-2 events. This seems to indicate that the contractor has no requirement to perform any duties at the government facility for actual installation and final testing. Is this the case?
Correct. Delivery of the software will be to the lab only.
Delivery to site will be performed through other means.
Hardware for DO 0001 VA ICL SOW The VA ICL SOW does not seem to indicate any hardware acquisitions for this effort, nor any installation of hardware at government facilities. Is this the case?
Correct. Delivery of the software will be to the lab only.
Delivery to site will be performed through other means.

OCI None
Would there be an Organizational Conflict of Interest (OCI) issue for any small business, should thy be on the winning team of ACTS, to participate in the Multi-purpose Reconfigurable Training System (MRTS) multiple award contract (MAC) IDIQ? Do these rates only apply to subcontractors that are identified in our proposal, or do they also apply to any subcontractor that may be used on this program?
The Government does not anticipate the existence of any apparent OCI issues which preclude a company, delivering products under the ACTS single-award IDIQ delivery order contract, from competing any MAC IDIQ for ACTS type products.
