About this opportunity
The Federal Aviation Administration is seeking to procure a Brand New Air Traffic Control System (BNATCS) through a comprehensive modernization initiative that will replace aging infrastructure across four core domains: communications, surveillance, automation, and facilities. The FAA is pursuing an Integrator model to lead this transformative effort, which includes transitioning telecommunications to Internet Protocol, upgrading radio communication switches, integrating enhanced surveillance capabilities, modernizing critical automation programs, and upgrading facilities including Air Route Traffic Control Centers and Airport Traffic Control Towers. The procurement will be evaluated using a best value determination based on three primary volumes: Technical (including Team Capability and Business Model, Acquisition Systems and Strategy, Systems Integration Approach, and Oral Presentation), Cost/Price (assessing pricing reasonableness and completeness), and Past Performance (evaluating quality, timeliness, cost control, and customer satisfaction). The FAA has accelerated its timeline significantly, with the final Request for Solutions now scheduled for release early in the week of July 14, 2025, and proposals due on August 4, 2025, though Amendment 5 indicates the publishing date is being reassessed. Comments on the draft RFS were due by 12:00 noon EST on July 7, 2025.
This procurement does not utilize any set-aside designations and is classified under NAICS code 541512 (Computer Systems Design Services) with a small business size standard of annual receipts not exceeding $34,000,000. The contract structure includes a hybrid approach with Cost Plus Award Fee, Cost Plus Fixed Fee, Cost Plus Incentive Fee, Firm Fixed Price, Time and Materials, and Fixed Price elements, with specific small business subcontracting goals requiring at least 10% of total contract value allocated to small businesses and 2.5% to certified small disadvantaged businesses. The contract period spans ten years and three months, from September 30, 2025, through December 31, 2035, with a base period through December 31, 2028, followed by seven potential 12-month continuation periods. The FAA is exploring alternative funding arrangements including public-private partnerships and considering having the Integrator receive the full amount of initial funding, with performance award fees structured across 12 distinct technology replacement initiatives spanning from September 2026 to September 2029. The agency emphasizes the critical 3-4 year deadline for system completion, reflecting the urgency of modernizing the National Airspace System infrastructure.

The FAA hereby invites comments and questions on the Draft RFS. Please use the enclosed comment matrix excel file.
In addition to providing feedback on the RFS, the FAA invites feedback on what AMS policy changes—including clauses—the FAA should tailor or waive to achieve a Brand New Air Traffic Control System in 3-4 years. See Section I for current list of AMS clauses.
Offerors are invited to propose according to the Integrator model that they think will get the FAA a Brand New Air Traffic Control System completed in the time requested. The FAA invites feedback on the idea of the Integrator receiving the full amount of the initial funding and ideas how the Integrator would manage the funds associated with the Brand New ATC.
The FAA also invites ideas on alternative funding arrangements to include public/private partnership.
