The acquisition is full and open competition with no set-aside. The Government anticipates awarding up to three offerors to submit full proposals following the Step 1 solution brief evaluation phase. Competencies may be distributed across university consortiums, with the lead university retaining the prime contract and ultimate management responsibility. The selected center must possess or obtain facility security clearances for classified work up to Top Secret/Sensitive Compartmented Information level, maintain ABET or CHEA accreditation in engineering, achieve CMMC Level 2 cybersecurity certification, and demonstrate past performance as a Department of Defense prime contractor with emphasis on technology transition and Technology Readiness Level maturation.
