About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Hanscom Air Force Base has issued a draft Request for Proposal (RFP) for the All Domain Common Platform (ADCP) Security Cloud Engineering Network Development (ASCEND) program. This Special Notice solicits industry feedback on a proposed Indefinite Delivery/Indefinite Quantity (IDIQ) contract that would support the development and operation of cloud-native DevSecOps platforms for mission-critical warfighting applications. The contract encompasses comprehensive cloud engineering services, cybersecurity implementation, and 24/7/365 operational support across multiple classification levels including Secret and Top-Secret environments. The procurement is structured as a single-award contract with a base period of one year plus four optional one-year periods, with primary performance locations at Hanscom Air Force Base, Massachusetts and Langley Air Force Base, Virginia. The solicitation falls under NAICS code 541511 for Custom Computer Programming Services with a small business size standard of $34 million.

The purpose of this draft RFP is to gather industry input to refine the government's requirements and develop a viable solicitation that effectively communicates technical needs to potential contractors. Interested parties must submit feedback through a designated online form by April 30, 2025, at 5:00 PM Eastern, though responses are voluntary and will not affect future proposal eligibility. Contractors must meet stringent classified facility requirements including 45 seats with network connectivity across NIPRNet/SIPRNet/JWICS and Top Secret facility clearance capabilities. The evaluation will assess technical approach, past performance, small business participation (with specific goals including 30% Small Business and 5% Small Disadvantaged Business), and cost/price factors. The program aims to support Air and Space Operations Center enterprise applications while scaling to broader Command and Control communities and the Department of the Air Force Battle Network Enterprise, with contract award anticipated for November 11, 2025.
