About this opportunity
The Department of the Army Materiel Command Army Contracting Command is seeking a contractor to provide detainee library services and educational seminars at Joint Task Force Guantanamo Bay (JTF-GTMO). The contract requires providing library management support staff and seminar instructors to deliver educational programs for detainees, including literacy instruction in English and Arabic, general education topics, and arts and crafts seminars. The Contractor shall provide all personnel, management, curriculum development, instruction, transportation, office supplies, housing, and supervision necessary to provide Detainee Library Services and Detainee Seminars as defined in this Performance Work Statement, except for those items specified as government furnished.
Consistent with the Geneva Conventions, JTF-GTMO provides educational opportunities and intellectual stimulation to the detainees during their time in the custody of the United States. The library services and educational seminars delivered by Detainee Programs help achieve this goal, in addition to encouraging compliant behavior and good order and discipline within the camps.
The objective of Detainee Support Service requirement is to provide routine library services and instruct seminars, to the detainees in the custody of the JTF-GTMO. This requirement will provide library services and educational seminars to the detainees in the custody of the JTF-GTMO.
The period of performance shall consist of a one 12-month base period, four 12-month option years and a FAR Clause 52.217-8 six-month Option. The Contractor shall ensure services are uninterrupted during the Period of Performance.

This solicitation is for commercial items prepared in accordance with (IAW) the format in FAR Part 13 – Simplified Acquisition Procedures. This is a non-personal services contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The Contractor shall ensure that all contractor employees and subcontractor employees are medically, dentally, and psychologically fit for performance of their duties.
The Contractor shall provide all personnel, management, curriculum development, instruction, transportation, office supplies, housing, and supervision necessary to provide Detainee Library Services and Detainee Seminars as defined in this Performance Work Statement, except for those items specified as government furnished.
Consistent with the Geneva Conventions, JTF-GTMO provides educational opportunities and intellectual stimulation to the detainees during their time in the custody of the United States. The library services and educational seminars delivered by Detainee Programs help achieve this goal, in addition to encouraging compliant behavior and good order and discipline within the camps.
The objective of Detainee Support Service requirement is to provide routine library services and instruct seminars, to the detainees in the custody of the JTF-GTMO. This requirement will provide library services and educational seminars to the detainees in the custody of the JTF-GTMO.
The period of performance shall consist of a one 12-month base period, four 12-month option years and a FAR Clause 52.217-8 six-month Option. The Contractor shall ensure services are uninterrupted during the Period of Performance.

The purpose of this announcement is to release a Draft Request for Proposal (RFP) to industry for the purpose of requesting feedback from sources capable of meeting the JTF-GTMO Detainee Support Services requirements prior to the release of the formal RFP.
THIS IS A REQUEST FOR INFORMATION ONLY. This draft RFP is issued solely for information and planning purposes. It does not constitute a formal solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Government is seeking feedback from any potential offerors that choose to provide it; however, the Government is not seeking proposals at this time. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this draft RFP. All costs associated with responding to this will be solely at the responding party's expense.
Documents that are available for feedback as part of the draft RFP package are: DRAFT SF 1449 Solicitation, Attachment 1 - DRAFT PWS JDG JTF-GTMO Detainee Support Services; Attachment 2 - DRAFT CLIN Structure JTF-GTMO Detainee Support Services; DRAFT DD254 DoD Contract Security Classification Specification.

Information Requested:
Interested offerors/vendors are invited to submit comments to the Government to ensure the draft Request for Proposal is understood and clear for any potential offerors to bid on the work contained. The Government’s intent is to submit an RFP for the work described in the draft RFP. Any feedback or clarification requested will help the Government to ensure that the resultant RFP accurately and clearly describes the intended work to meet the Government’s requirements. The Government welcomes industry feedback with respect to any of the documents provided in this posting.
The Government requests that responses to this Draft RFP be submitted using the Attachments aforementioned. All information received in response to this draft RFP that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified.
