DiPSS II IDIQ Pricing Scenarios and Instructions Summary
This document provides pricing guidance and instructions for the DiPSS II Indefinite Delivery Indefinite Quantity (IDIQ) contract issued by the U.S. Department of State Global Acquisitions division. The solicitation employs a two-tier pricing structure requiring offerors to establish a Standard Baseline Price (Tier 1) for each of seven capability areas and labor category, representing normalized costs in a permissive, well-resourced diplomatic environment, followed by Location-Specific Price Adjustments (Tier 2) for three distinct geographic scenarios. All pricing must be submitted as fully loaded, Not-to-Exceed Firm Fixed Price hourly labor rates and unit prices, encompassing direct and indirect costs, overhead, general and administrative expenses, profit/fee, salaries, Post Differential, Danger Pay where applicable, Defense Base Act insurance, travel, accommodation, and equipment procurement. Offerors must not exceed awarded IDIQ pricing when submitting pricing for competitively competed task orders.
The three location scenarios include: Location-A, a high-threat U.S. Embassy compound in the Middle East requiring elevated security posture and Top-Secret facility clearance; Location-B, a standard diplomatic platform in South America with moderate operational complexity where host-nation engagement and local procurement opportunities may reduce baseline costs; and Location-C, an established diplomatic platform in Europe operating in a permissive environment with robust infrastructure and EU regulatory compliance requirements. All Tier 2 location-specific adjustments must be clearly itemized and justified, addressing cost drivers such as Danger Pay, elevated Post Differential, force protection surcharges, cleared personnel premiums, supply chain risk premiums, host-nation regulatory compliance costs, currency risk, and environmental compliance costs. Pricing will be evaluated by the Pricing Evaluation Panel against the Independent Government Cost Estimate baseline and historical data from the current DiPSS IDIQ contract (SAQMMA16R0106), with incomplete pricing submissions deemed non-responsive.

DiPSS II IDIQ
Pricing Scenarios and Instructions
Instructions to Offerors:
Pricing under this solicitation shall follow a two-tier structure: Offerors shall first establish a Standard Baseline Price for each capability area and labor category, representing normalized costs in a permissive, well-resourced diplomatic environment. Offerors shall then apply Location-Specific Price Adjustments for each of the three (3) location scenarios described below, building up from the baseline to reflect the unique operational, security, logistical, and regulatory conditions of each location. All pricing shall be submitted as fully loaded, Not-to-
Exceed (NTE) Firm Fixed Price (FFP) hourly labor rates and unit prices. Rates shall include all direct and indirect costs, overhead, general and administrative expenses, profit/fee, salaries, Post Differential, Danger Pay (where applicable), Defense Base Act (DBA) insurance, travel, accommodation, and equipment procurement. Offerors shall not exceed awarded IDIQ pricing when submitting pricing for competitively competed task orders.
TIER 1: Standard Baseline Pricing
Purpose
The Standard Baseline Price establishes a normalized cost foundation across the identified labor categories that will support across the seven (7) DiPSS II capability areas. This baseline represents the expected cost of delivering each capability in a permissive, well-resourced diplomatic environment with stable host-nation infrastructure, established logistics networks, standard security posture, and no Danger Pay or elevated Post Differential. All location-specific pricing in Tier 2 shall be built up from this baseline.
Baseline Pricing Requirements
Offerors shall submit fully loaded NTE FFP hourly labor rates by labor category and NTE FFP unit prices by equipment category for each of the seven (7) capability areas listed below. Baseline rates shall assume the following standard conditions:
• Security Posture: Standard diplomatic platform; no elevated threat environment
• Host-Nation Infrastructure: Robust and reliable (utilities, logistics, transportation)
• Danger Pay: Not applicable
• Post Differential: Standard rate (to be specified in the solicitation)
• DBA Insurance: Included in all rates
• Clearance Level: Facility clearance as required; no Top-Secret personnel premium
• Supply Chain: Established international and domestic freight networks available
• Regulatory Environment: Standard U.S. Government contracting requirements; no extraordinary host-nation regulatory burden
TIER 2: Location-Specific Price Build-Up
Purpose
Building upon the Standard Baseline Price established in Tier 1, Offerors shall apply location-specific adjustments for each of the three (3) scenarios below.
Adjustments shall be clearly itemized and justified, reflecting only those cost drivers that differ from baseline conditions. Offerors shall present pricing in the following format for each location:
[Location Price] = [Baseline Price] + [Location-Specific Adjustments]
Adjustments may include, but are not limited to: Danger Pay, elevated Post
Differential, force protection surcharges, cleared personnel premiums, supply chain risk premiums, host-nation regulatory compliance costs, currency risk, and environmental compliance costs. Each adjustment line item shall include a brief narrative justification.
Location-A: High-Threat Embassy Compound – Middle East
Location Classification: High-Threat / Austere Environment
Region: Near Eastern Affairs (NEA)
Security Posture: Elevated – Top-Secret Facility Clearance Required for All
Personnel
Background
Location-A represents a U.S. Embassy compound operating in a high-threat environment in the Middle East. The compound is subject to elevated physical security requirements, restricted host-nation movement, and potential exposure to hostile action. Contractors must demonstrate the capability to sustain continuous operations under conditions of political instability, limited host-nation infrastructure, and heightened force protection requirements.
Location-B: Embassy Compound – South America
Location Classification: Standard Diplomatic Platform / Moderate Environment
Region: Bureau of Western Hemisphere Affairs (WHA) Security Posture:
Standard – Facility Clearance Required per Task Order Specifications
Location-B represents a U.S. Embassy compound in South America operating in a stable but operationally complex environment. The compound requires reliable, sustained support services with an emphasis on logistics efficiency, life support continuity, and facilities operations and maintenance. Host-nation engagement and local procurement opportunities may be available and should be reflected in the
Offeror's pricing approach.
Location-B Price Build-Up: Required Adjustment Line Items
Offerors shall itemize and justify each applicable adjustment above the Tier 1 baseline. Where a cost driver results in a reduction from baseline (e.g., local procurement savings), Offerors shall reflect that as a negative adjustment:
Location-C: Embassy Support – Europe
Location Classification: Established Diplomatic Platform / Permissive
Environment Region: Bureau of European and Eurasian Affairs (EUR) Security
Posture: Standard – Clearance Requirements per Task Order Specifications
Location-C represents a U.S. Embassy operating in a permissive, well-established diplomatic environment in Europe. The embassy benefits from robust host-nation infrastructure, established logistics networks, and a stable operating environment.
Contractor support at Location-C will emphasize high-quality facilities operations and maintenance, professional life support services, and compliance with European
Union (EU) regulatory frameworks, including labor, environmental, and data protection standards. Location-C most closely approximates the Tier 1 baseline conditions; however, Offerors shall identify and justify any adjustments driven by
EU-specific regulatory requirements or host-nation labor market conditions.
Pricing Instructions (All Locations)
1. Two-Tier Submission Requirement: Offerors must complete both Tier 1
(Standard Baseline Pricing) and Tier 2 (Location-Specific Price Build-Up) for all three locations. Incomplete pricing submissions will be deemed non-responsive.
2. Itemization and Justification: All Tier 2 location-specific adjustments must be clearly itemized with a brief narrative justification. Unsupported adjustments may be subject to clarification requests or downward normalization by the Pricing Evaluation Panel (PEP).
3. Labor Rates: All rates shall be submitted as fully loaded NTE FFP hourly rates by labor category. Rates shall include all direct and indirect costs, overhead, G&A, and profit/fee.
4. Equipment Unit Prices: Offerors shall submit fully loaded NTE FFP unit prices for equipment categories applicable to each location and capability area.
5. Price Reasonableness: All pricing will be evaluated by the Pricing
Evaluation Panel (PEP) against the established Independent Government
Cost Estimate (IGCE) baseline and historical data from the current DiPSS
IDIQ (Contract #: SAQMMA16R0106).
6. Task Order Competition: Pricing submitted at the IDIQ level will serve as the baseline for competition and additional evaluation for each task order.
Updated pricing submitted at the TO level must be equal to or less than awarded IDIQ pricing.
