About this opportunity

The U.S. Coast Guard is seeking to procure a Next Generation Surface Search Radar (NXSSR) system through a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to replace five existing radar systems currently deployed across 13 cutter platforms and 113 Vessel Traffic Service (VTS) remote sites. The replacement systems targeted include the AN/SPS-50, AN/SPS-78, AN/SPS-79, AN/SPS-73, and Terma Scanter 2001 radars, which have reached end-of-support or service life limits. Key requirements include providing a scalable, IMO-certified radar system that ensures interoperability between core hardware components, enhances collision avoidance and navigation capabilities, demonstrates measurable improvements in data processing time or situational awareness accuracy, and complies with multiple international and military standards including IEC and MIL-STD specifications. The government will evaluate proposals using a best-value tradeoff methodology wherein technical capability factors are significantly more important than price. This is a DRAFT Combined Synopsis/Solicitation issued for informational and planning purposes, with questions due by December 15, 2025, and the government is not accepting unsolicited proposals at this time.

This procurement carries no set-aside designations and represents a replacement of current Coast Guard assets rather than an incumbent contract situation. The maximum contract value is $49 million with a 10-year ordering period and a minimum guarantee of $10,000, with delivery times set at 90 calendar days for orders. The acquisition is unrestricted under NAICS code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a size standard of 1,350 employees. Offerors must submit comprehensive proposals addressing technical specifications, warranty terms, logistics planning, Software Development Kit (SDK) and Automatic Radar Plotting Aid (ARPA) application technical approaches, past performance, and pricing. All equipment must be new and covered by manufacturer's warranty, with contractors required to provide a minimum 24-month commercial hardware warranty (with an objective of 36 months) after equipment installation on Coast Guard assets.

Requirement: The Coast Guard (CG) uses Surface Search Radar (SSR) to provide operators with an advanced system for collision avoidance, safe navigation, and enhanced situational awareness of the maritime environment. There are currently five separate radars in use on multiple ashore and afloat platforms. The current SSRs, which include the AN/SPS-50, AN/SPS-78, AN/SPS-79, AN/SPS-73, and Terma Scanter 2001 radars, are installed across 13 cutter platforms and 113 Vessel Traffic Service (VTS) remote sites. The replacement of these specified radar systems is critical to modernizing the Coast Guard's capabilities and ensuring readiness to address emerging threats and challenges in the maritime domain. The Coast Guard (CG) seeks to procure a scalable, IMO-certified Shipborne Surveillance Radar system to serve as the primary collision avoidance system, enhancing navigation and surveillance for cutters and shore units.

Submission of Information: Interested parties are encouraged to submit a response which supports the company's claim that it presently has the technology, qualifications, experience, and capabilities to satisfy the requirements.

Please provide “commented” versions of any of the DRAFT RFP documents/attachments as part of your response as applicable.  If there are areas that your company cannot meet, provide comments with the details of why it does not meet the requirements and provide comments with what capabilities are available.
