About this file
This document is a Draft Combined Synopsis/Solicitation (Draft RFP) for the U.S. Coast Guard's Next Generation Surface Search Radars (NXSSR) contract. The solicitation seeks a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to replace existing radar systems across 13 cutter platforms and over 100 Vessel Traffic Service (VTS) remote sites. The contract will have a 10-year ordering period with a maximum contract value of $49 million, and a minimum guarantee of $10,000. The radar system must ensure interoperability between core hardware components, enhance navigation and collision avoidance, and standardize system support across multiple platforms.
Key solicitation details include a draft issue date of November 21, 2025, with questions due by December 15, 2025. The acquisition is unrestricted, with NAICS code 334511 and a size standard of 1,350 employees. Offerors must submit a comprehensive proposal addressing technical specifications, warranty terms, logistics plan, SDK/ARPA technical approach, past performance, and pricing. The government will evaluate proposals using a best value tradeoff method, where technical capability factors are significantly more important than price. Delivery times for orders are set at 90 calendar days, with all items to be new and covered by manufacturer's warranty.
