This is an Indian Small Business Economic Enterprise (ISBEE) competitive set-aside, limiting competition to responsible ISBEEs. Award is based on lowest total evaluated price.

The scope comprises two separate projects on distinct contract line items: Project A (40x80x14 metal equipment storage building) and Project B (approximately 2,430 linear feet of new 8-foot-high black vinyl perimeter fencing with multiple swing gates). The storage building, positioned between existing Buildings 39 and 2 at 425 Hospital Street, includes a compacted slag material base, 10–14 concrete pier footers, prefabricated metal framing with specified column sizes, a 60-amp electrical panel with outlets for battery maintenance, eight LED high bay-lights, approximately 170 linear feet of 24-gauge commercial box gutters and four down spouts (approximately 15 feet each), and complete debris removal. The fencing projects span three perimeter locations and include removal of 200 linear feet of existing chain link fence; Perimeter Fence 2 and Fence 3 require installation of automatic electric swing gates with counter-levered operation, remote entry, vehicle sensors, and battery backup. Additional scope includes a 100-foot by 4-foot concrete V-Ditch and removal of 15 marked trees.

The scope magnitude falls between $250,000 and $500,000. The contract is firm fixed price. Performance and payment bonds are required within ten calendar days of award. The contractor shall begin work within ten calendar days of the Notice to Proceed and complete all work within 365 calendar days. Liquidated damages of $261 per calendar day apply for delays.
