The Department of the Interior Bureau of Reclamation seeks repair of two vertical turbine pumping units and replacement of a backup diesel generator at the Downs Protective Dike in Kansas, with quotations due August 24, 2026 at 3:00 PM Mountain Daylight Time. This is an unrestricted, full and open competition with no set-aside.
Place of performance is Downs, Kansas. A mandatory site visit occurred August 11, 2026; questions were due August 12. The procurement comprises two line items: repair of two turbine pumping units (PSC J043) on a lump sum basis, and purchase, removal, and replacement of a diesel-fueled generator rated for minimum 180 kW/225 kVA, 3-phase, 277/480 volts at 1,200 RPM (PSC 6115). The replacement generator must not exceed 144 inches length by 66 inches width by 72 inches height, include a factory-authorized service provider within approximately 200 miles of Downs, and be accompanied by a 500-gallon double-wall fuel tank with integral containment. All electrical work must be performed by a Kansas-licensed electrician. The contractor must replace flexible hose-type grease lines, perform all work per manufacturer specifications, provide the manufacturer's standard commercial warranty at no additional cost, and comply with Reclamation Safety and Health Standards Section 1.03. The period of performance runs from September 15, 2026 through March 15, 2027, with all work to be completed within 180 days of contract award. The NAICS code is 811310 with a small business size standard of $12.5 million. Service Contract Act prevailing wage rates apply (Wage Determination 2015-5751, Revision 28, covering Kansas counties). Evaluation will use a tradeoff methodology considering company experience and past performance (non-price factors) and price, with award to the responsible vendor providing best value.
