About this file

This is a Questions and Answers document clarifying requirements for a federal contract involving pump and generator replacement and repair work.

The Government will provide daily site access without requiring Personal Identity Verification (PIV) cards. Contractors must submit two technical submittals: documentation of pump inspection with replaced component listings, and information on the replacement generator and fuel tank. Additionally, contractors must comply with Reclamation Safety and Health Standards (RSHS), which mandate submission of safety plans, certifications, and training documentation. Both pumps may be removed simultaneously. The roof hatch is secured with interior bolts on a rubber membrane roof that is already damaged; the hatch is separate from the membrane and requires no patching upon reinstallation. A factory authorized representative is not required for startup and commissioning, but installation must be completed by competent individuals following factory instruction manuals. Sole plates (sub-bases) with 4 bolts each must be removed from the grouted base, which remains in place. Water availability for testing may be limited due to weather conditions; the Government will attempt to provide adequate water, and contractor communication regarding testing schedules is appreciated but not mandated. The fuel line from the new diesel tank should be weather-appropriate, located on the east wall, and may utilize existing propane line penetrations. The Government will provide the first fuel load. The new generator shall connect to existing wiring; if the new configuration requires longer wiring, the contractor must submit a solution at no additional Government cost. Standard manufacturer testing and startup procedures are acceptable for the generator.

1. There is reference to PIV cards in the RFQ. Can you please confirm that those are not required? (possibly only typical Site Security is required?)

• PIV cards are not required. The Govt will provide access to the site each day.

2. To confirm, the only two submittals required are identified on Page 3 of the Work Statement correct? A) Documentation of pump inspection and listing of replaced components B) Information on the replacement generator and fuel tank.

• Those are the only technical submittals. Contractors shall also follow Reclamation Safety and Health Standards (RSHS). These standards require additional submittals including, but not limited to, safety plans, certifications, and training.

3. Can both pumps be taken out at the same time or does one pump have to stay onsite and available at all times? If only one pump can be removed at a time, does the Government have a requirement for which pump should be removed first?

• Both pumps may be removed at the same time.

4. Can more details be provided on the roof hatch removal and reinstallation? Does the hatch simply open and then can be closed after removal or does the hatch itself have to removed from the roof? If that is the case, what kind of roofing material is the existing roof made of and what kind of patch or sealing is likely needed after it is reinstalled?

• The roof hatch is secured with bolts on the inside of the building. See Photo 4. The roof is a rubber membrane but is already damaged. The hatch is separate from the membrane and will not require patching.

5. Is it a requirement to have a factory authorized representative onsite for startup and commissioning after the repairs are made?

• A factory authorized representative is not required. However, installation must be completed by competent individuals and in accordance with the factory instruction manual.

6. To remove the pumps, does the sole plate have to be removed? If so, what requirements are needed for that?

• The sole plate (sub-base) will need to be removed from the grouted base.

There are 4 bolts on each. The grouted base does not require removal.

7. Is there limitations on water availability and/or ability to pump for in-place commissioning and testing onsite? What notice (if any) does the contractor have to provide the Government?

• Quantity of water available to pump for testing may be limited depending on weather conditions (drought). The Government will attempt to make as much water available for pumping as possible prior to testing. Notice is not required, but communication on when the testing will occur will be helpful.

8. Are there specific requirements for the fuel line from the new diesel tank to the generators inside the building? Does the Gov’t have a preference for pipe routing and/or penetration locations?

• There are no specific requirements. However, the fuel line should be appropriate for exposure to the elements and located on the east wall of the generator building. Use of the existing propane line penetration would be acceptable.

9. Will the Government provide the first load of fuel to the new tank ?

• Yes

10. What specifically is required for the electrician as it relates to the new generator? Is the expectation that the existing electrical equipment from the old generator is adequate for the new generator and that the contractor only needs to reconnect to existing?

• The new generator shall be connected to the existing wiring. If new generator configuration results in the wiring being too short, Contractor shall submit a solution for approval. Contractor shall provide the solution at no additional cost to the Government.

11. Is standard manufacturer testing and startup for the generator acceptable to the

Government? Does the contractor have to perform Generator testing with the pumps at all?

• Standard manufacturing testing and startup is acceptable.
