About this opportunity

The Department of the Air Force Air Mobility Command has published a Notice of Intent to Award a sole-source contract for Combat Arms Training and Maintenance (CATM) Bullet Trap System maintenance at Dover Air Force Base in Delaware. The 436th Contracting Squadron intends to award this contract exclusively to Action Target Inc. (Cage Code: 0N2W7) under the authority of Revolutionary FAR Overhaul 6.103-1 and 10 U.S.C. 3204(a)(1). This is not a competitive solicitation and is published for informational purposes only, as Action Target Inc. is the sole authorized service provider for Dover AFB's proprietary and patented CATM Bullet Trap System in the U.S. and Canada. The contracting officer has determined that no other responsible source can satisfy the agency's requirements. Currently, no funds are available for this requirement.

Interested vendors must submit responses to this notice on or before 12:00 P.M. EDT on May 5, 2026, directed to either Contract Specialist Bryce M. Ganske or Contracting Officer Justin A. Bordalo at their respective email addresses. The scope of work involves providing fully trained and certified personnel to conduct quarterly preventative maintenance inspections—scheduled for October, January, April, and July—on the bullet trap system located in Building 1400. Contractor personnel must achieve 100 percent on-time scheduling of quarterly inspections and timely delivery of detailed quarterly reports with cost estimates for suggested maintenance and repairs. All contractor personnel are required to obtain contractor badges and vehicle passes, maintain criminal background investigation clearance, complete operational security and antiterrorism awareness training, and comply with Air Force records management and hazardous waste disposal requirements. The determination to compete or not compete this contract remains solely within the government's discretion.

THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES

The 436th Contracting Squadron intends to award a sole-source contract to Action Target Inc. (Cage Code: 0N2W7), under the authority of Revolutionary FAR Overhaul (RFO) 6.103-1, 10 U.S.C. 3204(a)(1). This is NOT a request for competitive quotes and no solicitation document will be posted for the requirement.
