About this opportunity
The Air Mobility Command (AMC) Museum at Dover Air Force Base seeks corrosion control, surface preparation, and historically accurate exterior painting services for four static display artifact aircraft—KC-10A, C-133B, C-124A, and C-45G—with proposals due May 15, 2026. This is a total small business set-aside under NAICS 488190.
Place of performance is Leipsic, Delaware (the AMC Museum ramp at Dover AFB). The contractor must demonstrate a minimum of five years' experience painting large-scale USAF artifact aircraft. All exterior paint must be water-based Direct-to-Metal (DTM) latex with VOC content less than 50 grams per liter to comply with Delaware and Ozone Transport Commission Phase II regulations. Sherwin Williams Silver Brite or Sheffield Golden Touch is mandatory for silver surfaces; paint application must use rollers only, with spray guns prohibited due to outdoor conditions. Painting is restricted when outside air temperature falls below 60 degrees, during winter months (December–March), and during ceremony times (approximately 2–4 hours monthly with seven-day advance notice). The contractor must furnish all insignia and decals and is limited to 25 gallons per day or 200 gallons per 12-month period under Dover AFB Regulation 30 Permit #AQM 001/00001. Amendment 0001 requires submission of paint Manufacturer's Safety Data Sheet (SDS) and Technical Data Sheet (TDS) with the quote to verify VOC compliance.
Each aircraft is a separate firm-fixed-price contract line item (CLIN 0001–0004), with performance from June 1 through September 30, 2026. Offerors must submit paint documentation with their initial quote. Questions were due May 6; a mandatory site visit was held May 5 at 9:00 AM EDT (RSVP required by May 4). Source selection uses Lowest Price Technically Acceptable (LPTA) methodology. Evaluation weighs Technical Approach, Staffing Plan, Candidate Qualification Documentation, Quality Control Plan, and Specialized Experience. No bonding is required. Prevailing wage for aircraft painters is $35.89 per hour plus 29.0% fringe benefits under Service Contract Labor Standards.
