About this file
This is a Question & Answer document for Solicitation FA449726Q0032 regarding aircraft preparation and painting services at Dover Air Force Base for the KC-10, C-133, C-124, and C-45 aircraft.
The solicitation is classified as a commercial service acquisition with no bonding requirements. The contractor must perform sand and prep surface preparation (not full chemical stripping) and apply water-based Direct-to-Metal (DTM) latex paint with no acceptable substitutes. All aircraft seals around windows, doors, and panel seams must be masked off prior to painting. The KC-10A must be reverted to its original 1981 Strategic Air Command paint scheme using original schematics and blueprints to be provided by the Government, and must include yellow striping on the underbelly. The main cabin door plug will remain in place and must be painted to match the aircraft. The scope of work includes painting exterior surfaces only, cleaning aircraft surfaces including removal of bird nests from engine nacelles and wheel wells, and specialized cleaning and degreasing of a hydraulic leak area on the landing gear. The scope is limited to painting only; contractors must notify museum staff of any failing or degraded sealant discovered but are not required to repair it. The paint does not require FAA or airworthiness certification standards and is intended as a historically accurate cosmetic and protective finish.
Environmental compliance requirements specify that the DTM latex paint must have a Volatile Organic Compound (VOC) content of less than 50 grams per liter in accordance with Delaware and Ozone Transport Commission Phase II regulations. The Government anticipates the water-based DTM paint will be exempt from Delaware's Title V Permit daily and annual usage limits, pending final approval by the State of Delaware Department of Natural Resources and Environmental Control. Offerors must submit the Manufacturer's Safety Data Sheet and Technical Data Sheet for their proposed paint as part of their initial quote package to verify VOC compliance, with the Government using the apparent awardee's documentation to secure final exemption confirmation from the State of Delaware prior to contract award. Water access via hydrant and spigot is available on the museum ramp for power washing and related tasks.

Question & Answer Document - Dover AFB - Aircraft Prep and Paint (KC-10, C-133, C- 124, C-45) – Solicitation FA449726Q0032
1. Question: We would like to kindly inquire whether any bonding requirements apply for the Dover AFB - Aircraft Prep and Paint (KC-10, C-133, C-124, C-45) project under Solicitation No. FA449726Q0032. Could you please confirm if a bid guarantee, performance bond, or payment bond is required for this solicitation?
a. Answer: No, bonding requirements (bid guarantee, performance bond, or payment bond) do not apply to this solicitation. This is a commercial service acquisition, not a construction contract under 40 U.S.C. chapter 31, subchapter III, Bonds (formerly known as the Miller Act / RFO Part 28).
2. Question: Regarding aircraft seals (e.g., around windows, doors, and panel seams), does the Performance Work Statement (PWS) require the contractor to mask over existing seals, or is the contractor permitted to paint over them?
a. Answer: Yes, mask off the seals
3. Question: Will the contractor have access to a water source on the museum ramp for tasks such as power washing? If so, what connection type is available (e.g., standard spigot, fire hose)?
a. Answer: Yes, a hydrant and spigot are available
4. Question: For the KC-10A aircraft, will the main cabin door plug be required to be in the open or closed position during surface preparation and painting?
a. Answer: Yes, the plug will be left in place and be required to be painted to match the aircraft
5. Question: PWS requires the KC-10A to be reverted to its original 1981 Strategic Air
Command (SAC) paint scheme. Are the original schematics, blueprints, or technical orders for this specific livery available to be provided to the awardee?
a. Answer: Yes
6. Question: For the KC-10A, does the Government require the contractor to perform a full chemical stripping/removal of the existing paint, or is the contractor to sand and prep the existing surface prior to applying the new topcoat?
a. Answer: Sand and Prep
7. Question: PWS requires the contractor to clean the aircraft surfaces. Does this include the removal of any bird nests found in areas such as engine nacelles or wheel wells?
8. Question: Regarding aircraft control surfaces (e.g., flaps, ailerons), is the scope of work limited to painting the visible exterior surfaces only, or will the contractor be required to paint the interior/retracted areas of the flap wells?
a. Answer: Yes, only exterior surfaces
9. Question: If the contractor discovers failing or degraded sealant during surface preparation, does the scope of this PWS require the contractor to remove and re-apply sealant, or is the work strictly limited to painting?
a. Answer: Painting only. Request contractors notify museum staff if failing or degraded sealant is found
10. Question: PWS states that the "PAINT DOES NOT REQUIRE AIRWORTHINESS."
Please confirm that the primary requirement is for a historically accurate cosmetic and protective finish, and that there are no requirements for the paint or application process to meet FAA or other airworthiness certification standards.
a. Answer: Paint does not need to meet FAA or airworthiness standards
11. Question: Historical photos of the KC-10A in the 1981 SAC livery show yellow striping on the underbelly, which is not explicitly mentioned in the PWS. Does the Government require this yellow striping to be applied as part of the CMI requirements?
12. Question: During the site visit, a hydraulic leak was noted on the KC-10A landing gear.
Does the PWS require the contractor to perform any specialized cleaning or degreasing of this specific area prior to surface preparation and painting?
13. Question: Could you please confirm if there are any detailed coating system specifications beyond those outlined in the PWS (e.g., approved brands, surface preparation standards, or acceptable equivalents)?
a. Answer: DTM is the required specified coating, with no suitable subs
14. Question: Does the water-based DTM latex paint specified in the PWS fall outside the regulatory scope of Delaware’s Title V Permit (#AQM 001/00001), thereby exempting this specific project from the 25-gallon daily and 200-gallon annual usage limits?
a. Answer: The Government anticipates that the required water-based Direct-to-Metal (DTM) latex paint will be exempt from the 25-gallon daily and 200-gallon annual limits; however, this exemption is contingent upon final review and approval by the State of Delaware Department of Natural Resources and Environmental Control (DNREC).
b. In accordance with State of Delaware and Ozone Transport Commission (OTC) Phase II regulations, any DTM architectural coatings used for this project must have a Volatile Organic Compound (VOC) content of less than 50 grams per liter (<50 g/l).
c. To facilitate the state approval process, the Government is issuing an amendment to the solicitation. Offerors must now submit the Manufacturer’s Safety Data Sheet (SDS) and Technical Data Sheet (TDS) for their proposed paint as part of their initial quote package to verify the <50 g/l VOC compliance. The Government will utilize the apparent awardees submitted SDS/TDS to secure final exemption confirmation from the State of Delaware prior to contract award.
