About this opportunity
The U.S. Department of State is preparing to award a firm-fixed-price contract for domestic water supply pipe replacement services at the U.S. Consulate General Sapporo, Japan, with quotations due by September 10, 2026 at 12:00 noon Japan Standard Time. No set-aside applies; all responsible sources may submit. The RFQ (19JA7026Q0146) was amended on August 31, 2026 to revise the Statement of Work in its entirety, and a Q&A document was posted September 3, 2026.
Place of performance is the U.S. Consulate General facility and official residence located at 3-1 Kita 1-jo Nishi 28-chome Chuo-ku, Sapporo, Japan. Work must be completed within 45 calendar days from Notice to Proceed. The contractor must remove deteriorated steel and polybutene piping and replace it on a 1:1 basis with new VD (vinyl chloride exterior underground), VB (vinyl chloride interior horizontal ceiling), and PE (polybutene interior branch) piping. Performance includes two controlled water outages (approximately 4–5 hours each), thermal insulation installation, pressure and leak testing, and system flushing. Note that per Sapporo City codes, VD exterior pipe is prohibited; contractors must select approved alternatives such as double-layer polyethylene pipe.
The contractor must hold a valid Japanese Construction Business License for Plumbing Work and be registered as a Sapporo City Designated Water Supply Installation Contractor. All U.S. contractors must register in SAM prior to quotation submission; overseas contractors are recommended to register prior to award. The contractor must submit two separate quotations—one for interior pipe replacement (primary scope) and one for exterior pipe replacement (optional, subject to fund availability). Award will be made to the lowest-priced, technically acceptable, responsible quoter. FAR clause 52.229-12 (Tax on Certain Foreign Procurements) applies.
