About this file
This is a Questions and Answers document for Request for Quotations (RFQ) No. 19JA7026Q0146 issued by the Consulate General of the United States of America in Sapporo, Japan on September 3, 2026, addressing inquiries regarding the Domestic Water Supply Pipe Replacement project.
The Q&A clarifies technical and operational requirements for the water pipe replacement work. Contractors are authorized to remove existing buried outdoor piping and may stage heavy excavation equipment on-site for multiple days, with designated locations to be provided after contract award. Regarding existing infrastructure, contractors may replace piping up to buried valves while reusing the existing valves, and may leave abandoned pipes in place underground rather than remove them. For sod restoration, only the front and side (official residence side) areas require re-sodding, as the rear area was previously weeds. Interior water supply piping must use PVC pipe with proper insulation; stainless steel pipe is not acceptable. For exterior underground piping, VD pipe is prohibited per Sapporo City codes, and contractors must select approved materials such as double-layer polyethylene pipe that meet applicable local requirements. Any alternative piping routes must be reviewed and approved by the Contracting Officer's Representative (COR) after contract award.

Questions and Answers
Request for Quotations (RFQ) No. 19JA7026Q0146 Domestic Water Supply Pipe Replacement for the U.S. Consulate General in Sapporo.
Question 1:
May we proceed with the plan to remove the existing buried outdoor piping? Please note that, in some instances, the removal of water supply piping may not be possible due to the presence of trees.
Answer 1:
Yes.
Question 2:
We plan to bring heavy machinery onto the site for excavation work, while performing manual excavation in confined areas. As we would like to keep the excavation equipment on-site for several days during the project, would you please advise us on the designated location after the contract is awarded?
Answer 2:
Yes.
Question 3:
There are take-off points from the buried piping to various locations, and it appears that valves are buried there. Regarding the connections to the buildings, we plan to replace the piping up to the valves but reuse the existing valves; is this acceptable?
Answer 3:
Yes, it is acceptable.
Question 4:
During Pre-Quotation Conference, we understood that the lawn affected by excavation for the water supply pipe replacement would only require re-sodding to a limited extent.
Sapporo, Japan
Consulate General of the United States of America
However, we would like to confirm the required area of sod replacement. We understand that sod should be restored only at the front and side (official residence side), since the rear area was not lawn. It was weeds.
Answer 4:
Correct.
Question 5:
If the existing underground exterior water supply pipe must be removed, we would first need to install the new water supply pipe and switch over the water service. After that, the area would need to be excavated again in order to remove the existing pipe.
Would it be acceptable to leave the existing pipe abandoned in place underground?
If abandonment in place is not permitted, although the pipe route was changed during the site visit, we would also need to excavate along the original route to remove the existing pipe.
Answer 5:
Acceptable.
Question 6:
For the interior water supply piping, would it be acceptable to use stainless steel pipe for water service?
Answer 6:
Use PVC pipe with proper insulation. No stainless steel pipe is acceptable.
Question 7:
During the Pre-Quotation Conference, we understood that VD pipe is not approved for exterior underground water supply piping in Sapporo City, and that approved double-layer polyethylene pipe should be used instead.
However, the Scope of Work at 1. Work 1 - Exterior Pipe Replacement, “Cut over to new exterior VD piping.”
Could you please confirm that VD pipe will not be used for the exterior underground piping?
Answer 7:
Correct. VD pipe will not be used for the exterior underground piping. Please select the appropriate material that meets applicable local codes and requirements.
Question 8:
Please confirm the changed piping route that was discussed during the Pre-Quotation Conference.
Please refer to the attached drawing. (The drawing is omitted in this Q & A.)
Answer 8:
Any alternative piping route will be reviewed and approved by COR after the contract award.
