STATEMENT OF WORK (SOW)
Project Title: Domestic Water Supply Pipe Replacement – U.S. Consulate Sapporo
Facilities Location: U.S. Consulate General Sapporo
Prepared By: Facility Management Section, U.S. Embassy Tokyo
Date: 01 August 2026
1. Proposed Work Objectives
The objective of this project is to replace the deteriorated domestic water supply piping serving the U.S. Consulate Sapporo. The existing steel and polybutene piping systems are original to the building and have experienced increasing pin-hole leaks, joint failures, internal corrosion, and sediment accumulation. These conditions have resulted in recurring water outages, reduced flow, and contamination of potable water with rust and air. To restore reliable water service and prevent future failures, the contractor shall perform a 1:1 replacement of the existing piping with new VD, VB, and PE piping best suitable material meeting in local code and in accordance with the Consulate’s engineering standards and the documented outage plan.
2. Technical Requirements (Tasks)
The contractor shall furnish all labor, materials, equipment, and supervision necessary to perform the following tasks:
A. Removal of Existing Piping
The contractor shall remove existing domestic water supply piping, including exterior underground sections (optional) and interior ceiling-mounted distribution and branch lines. Removal shall include disconnection of fixtures, valves, and any associated components. All demolition shall be performed in a controlled manner to prevent damage to adjacent finishes, ceilings, and structural elements.
All removed materials shall be disposed of in accordance with local regulations.
B. Installation of New Piping (1:1 Replacement)
The contractor shall install new piping adjacent to the existing lines prior to cutover. Piping materials shall conform to the Consulate’s specifications:
• VD Pipe (hard vinyl chloride interior finish): Exterior underground piping in front of the generator.
• VB Pipe (hard vinyl chloride interior finish): Interior horizontal ceiling piping.
• PE Polybutene Pipe: Interior branch piping from horizontal ceiling runs.
All new piping shall match the existing routing, diameters, and connection points unless otherwise approved by Facility Management. All joints, fittings, and supports shall meet Japanese construction standards and manufacturer requirements.
• The contractor shall use the best locally available pipe materials for both interior and exterior (optional), in accordance with local codes.
• The locations for pipe replacement are indicated in the drawings.
• Alternative routes may be used for new pipe replacement after approval by the COR.
C. Water Outage Execution and System Cutover
The contractor shall execute two controlled water outages in accordance with the documented outage plan:
1. Work 1 – Exterior Pipe Replacement (Weekend or Holiday) (Weekday):
Option o Shut off water at the municipal supply valve.
o Drain existing piping.
o Cut over to new exterior VD piping.
o Restore water to the Consulate and official residence.
o Flush system to remove rust and air.
2. Work 2 – Interior Pipe Replacement (Weekday) o Shut off water at the B1F ceiling valve.
o Drain interior piping.
o Cut over to new VB and PE piping.
o Maintain water service to COB1F and Chief Consul toilets.
o Flush system to restore normal water clarity and pressure.
Each outage shall last approximately 4–5 hours. The contractor shall coordinate all outages with Facility Management and Consulate leadership.
D. Thermal Insulation and Finishing Work
The contractor shall install new thermal insulation on all affected piping sections.
Any disturbed ceilings, walls, or finishes shall be restored to original condition.
Penetrations shall be sealed to maintain fire-rating and acoustic performance.
E. Testing, Flushing, and Verification
Upon completion of installation, the contractor shall:
• Pressurize and leak-test all piping.
• Flush the system to remove rust, air, and debris.
• Verify proper operation of all valves, fixtures, and branch lines.
• Confirm stable water pressure and flow throughout the Consulate and official residence.
• Provide documentation of testing and completion.
Period of Performance / Deliverables
All work shall be completed within 45 calendar days from the issuance of the
Notice to Proceed. The contractor shall submit a detailed work plan and outage schedule prior to mobilization, including sequencing for both exterior and interior pipe replacement activities. Material submittals for VD, VB, and PE piping shall be provided for review and approval before installation begins. Upon completion of the work, the contractor shall submit as-built sketches documenting the final routing and connection points of all replaced piping, along with test results confirming system integrity and water quality. Final inspection and acceptance will be conducted jointly with Facility Management to verify that all work meets project requirements.
Progress Assessment
The contractor shall coordinate daily with Facility Management throughout the project to ensure clear communication and uninterrupted progress. Any deviations from the approved work plan, outage schedule, or material specifications must be submitted in writing and approved prior to implementation. The contractor shall promptly report unforeseen conditions, safety concerns, or schedule impacts, and shall maintain accurate records of work performed, including photographs of concealed piping prior to closure. Facility Management will monitor progress and provide direction as needed to maintain compliance with Embassy standards.
Government Furnished Property
The U.S. Government will provide access to the Consulate compound, including mechanical rooms, ceiling spaces, and exterior work areas required for pipe replacement. Utilities such as water and electricity will be made available for construction activities, flushing, and testing. The Government will not furnish materials, tools, or equipment for this project. The contractor is responsible for safeguarding all Government-furnished access and ensuring that work areas remain secure at all times.
Special Considerations
Work will occur in an active diplomatic facility, requiring strict adherence to security protocols and coordination with Consulate staff. The contractor shall minimize disruption to daily operations by maintaining cleanliness, controlling noise, and protecting occupied areas from dust and debris. Water outages must follow the approved outage plan and be coordinated in advance to ensure mission continuity, with particular attention to maintaining restroom availability in designated areas. All work shall comply with SHEM requirements, Japanese construction regulations, and Embassy safety standards, including proper handling of ceiling penetrations, fire-rated assemblies, and confined-space access where applicable.
Contractor Responsibilities
The contractor shall perform all work in accordance with applicable regulations, while upholding the highest standards of safety, professionalism, and site sensitivity throughout the project lifecycle. The Government expects excellence not only in deliverables, but in the conduct, care, and courtesy shown to personnel and occupants. Safety and chemical controls must comply with U.S. Mission to
Japan hazardous communication program policy No. 2025-005. Before commencing work, the contractor shall submit anticipated chemical hazards along with a risk mitigation strategy and provide material safety data sheets for all chemicals intended for use to the COR. No chemical shall be introduced or used without express written approval from the COR, and all safety documentation must be reviewed and approved prior to mobilization.
Work will occur in actively occupied, functional living environments, and the contractor shall take all reasonable steps to preserve comfort, privacy, and daily continuity for building users. Disruptions such as noise, dust, odor, and restricted access shall be minimized through thoughtful scheduling and coordination with facility personnel. The contractor shall present a professional and courteous presence at all times, recognizing that respectful interaction and attention to detail are essential to protecting the integrity of Government spaces and the well-being of occupants.
Noise management and acoustic compliance shall be maintained throughout the project. The contractor shall implement robust noise mitigation measures to ensure work activities remain within sound thresholds appropriate to the facility type. In residential or sensitive areas, sound levels shall not exceed 45 dB without explicit written authorization. The safety plan shall define methods to limit acoustic impact, including the use of dampening equipment, barriers, and scheduling adjustments. In the event that noise-producing activities are unavoidable, the contractor shall provide advance written notice to facility management and affected occupants, and coordinate any required accommodations.
F. Pricing:
The contractor shall submit two separate quotes for interior and exterior pipe replacement. The interior pipe replacement is the primary scope, while the exterior is optional and subject to fund availability.
