About this opportunity
The Department of the Interior is conducting market research through a Request for Information for food concession services at the Stewart Lee Udall Building in Washington, D.C. This RFI seeks to determine industry availability and technical capability, gather feedback on a draft Statement of Work, and identify potential vendors for an upcoming formal procurement. Key requirements include establishing and operating food concession facilities to serve approximately 650 full-time DOI staff and 50-100 daily visitors, providing buffet-style breakfast and lunch services Monday through Friday. The contractor must meet federal wellness and sustainability requirements, maintain LEED Silver certification standards, comply with dietary guidelines, implement responsible antibiotic-use policies, and integrate recycling and composting practices. Responses to the RFI were due on October 22, 2025, with an updated notice issued on December 15, 2025, directing interested parties to the official RFQ posted under solicitation number 140E0126Q0001 on SAM.gov.
This procurement carries no small business set-aside designation. The contract is structured as a firm-fixed-price concession arrangement with a base period of five years and extension options available up to a total of fifteen years. Historical data indicates annual revenues of approximately $1.26 million based on 2019 pre-COVID sales figures, providing a potential indicator of contract value. The contractor will operate a 4,700-square-foot cafeteria facility, a coffee bar, and conference rooms, utilizing existing government-owned kitchen equipment including convection ovens, refrigerators, freezers, and various other appliances. While this RFI was voluntary and non-binding, it served as the foundation for the formal solicitation process, with the government emphasizing that no contract would be awarded based on RFI responses alone.
