About this opportunity
The Department of the Interior's Interior Business Center, on behalf of the Intelligence Advanced Research Projects Activity (IARPA), is soliciting proposals for multiple Prototype Other Transaction Agreements under the Emerging Technology Accelerator (ETA) Program spanning fiscal years 2026 through 2030, with white paper submissions closed as of June 10, 2026, and all five FY26 program initiatives now marked as "Not Active" as of Amendment 0007 (June 11, 2026).
The ETA Program previously covered five research initiatives: ARCADE (Artificial Reasoning for Circuit Automation and Design Engineering), a 12-month two-phase program developing AI-enabled software for electrical circuit design with containerized deliverables due at months 5 and 11; COSMIC (Commercial Observation for Spatio-Temporal Monitoring for Indications of Change), an 18-month program integrating commercial remote sensing into pseudo-persistent data with software deliverables at months 3, 6, 9, 12, 15, and 18; DECIPHER, a 12-month program detecting and defining specialized language in multilingual text with deliverables at months 2, 5, 8, and 11; LocUS (Location Using Sound), a 15-month program for automated multimedia geolocation with deliverables at months 2, 5, 8, 11, and 14; and MOVES (Movement Observation and Video-Based Evaluation System), a 14-month program diagnosing neurological movement disorders from video with algorithmic deliverables at months 7 and 12 and final reports at month 14.
Eligible performers must meet one of three statutory conditions under 50 U.S.C. § 3024(m)(6): include at least one Non-Traditional Defense Contractor or non-profit research institution participating significantly; consist entirely of small businesses or NDCs; or provide at least one-third of total project costs from non-federal sources. The prime performer must be a U.S. entity; foreign entities may participate as subcontractors. Proposals are limited to 15 pages for Volume I (Technical and Management Proposal) and require submission through the IARPA Distribution and Evaluation System (IDEAS). Evaluation is based equally on technical merit, potential contribution to IARPA's mission, and resource realism. All proposals must comply with NSPM-33 research security requirements, including biographical sketches and current/pending support disclosures for covered individuals. No classified information, facility construction costs, or technology commercialization funding are permitted. Contracting officer: William Galvin. The NAICS code is 541715; PSC is AJ11.
