About this opportunity
The Defense Advanced Research Projects Agency, in conjunction with The Applied Research Institute as marketplace manager, seeks video-based submissions of breakthrough technological solutions through a continuous, long-term open call with monthly submission periods and a hard deadline of May 30, 2025 for the current collection window (with the most recent update issued May 1, 2026, extending the opportunity indefinitely as a rolling solicitation).
This is not a competitive procurement leading to a single contract award. Rather, ERIS operates as a digital marketplace where submitters post unclassified, 7-minute video pitches of novel technologies, processes, or research methods addressing national security challenges. Solutions assessed as "awardable" by peer panels of government, industry, and academic subject matter experts are placed in the ERIS Marketplace for 12 months (6 months for Special Topic Areas), becoming post-competitive under 10 USC 4021, 4022, and 4023 and eligible for rapid acquisition by Department of Defense activities via Other Transaction Authority without further competition. No price ceilings, duration limits, or fixed terms apply; all awards are fully negotiable regarding payment, IP rights, schedules, and pricing. Multiple awards from single submissions are possible.
Eligible submitters include U.S.-based companies (traditional and nontraditional, large and small), universities, non-profit organizations, individuals, and foreign universities and research institutions where compliant with export control laws. The NAICS code is 541715 (Research and Development in the Physical, Engineering, and Life Sciences). Current topic areas span detecting and tracking elusive objects across air, land, and space domains; overcoming sensing system limitations; developing advanced antenna and strategic systems technologies; defending against chemical and biological threats; and human health and performance optimization. Each entity may submit up to three solutions per monthly collection period. Submissions must address four criteria evaluated on a 5-level scale: Advancing the State of the Art (40% weight as of the most recent evaluation rubric, September 2025); Team Capability (30%); Defining the Problem and Current State of the Art (20%); and Defense and/or Commercial Market Use Case/Impact (10%). Assessment results are provided within 30 calendar days of each month's 12:00 PM Eastern Time deadline on the last day of the collection period. The government retains governmentwide, nonexclusive licenses to assess, market research, requirements development, training, and process improvement purposes.
