About this opportunity

The Department of the Interior's Interior Business Center (IBC) is seeking information from qualified electrical contractors regarding switchgear and electrical distribution system maintenance services for the Stewart Lee Udall Building, the DOI headquarters located in Washington, DC. This Sources Sought Notice is a Request for Information (RFI) designed to gather vendor capabilities and feedback rather than a formal solicitation, with responses due by January 12, 2026, at 11:00 AM ET. Interested vendors must demonstrate their capability to perform comprehensive preventive maintenance, testing, inspection, and repairs on electrical systems including transformers, switchgear, protective relays, circuit breakers, and related equipment in accordance with NFPA 70B standards. Key qualifications include personnel certifications at the ETT Level 3/4 or NICET equivalent, ability to conduct infrared surveys, and experience with switchgear maintenance and testing. Vendors are expected to address four primary sections in their five-page responses: general response to government requirements, feedback on the Performance Work Statement, responses to specific technical questions, and a capabilities statement demonstrating their qualifications and experience.

This Pre-Solicitation Notice includes no set-aside designations and targets electrical contractors under NAICS code 238210. The contract contemplates a five-year performance period from April 1, 2026, through March 31, 2031, structured as a base year plus four option years, though no specific award value or budget range is disclosed in the notice. The RFI explicitly states that responses are voluntary, will not constitute a solicitation or government obligation, and will not affect any vendor's ability to submit a quote when a formal solicitation is eventually released. Vendor responses must be submitted by email directly to the Contracting Officer, Nick Lewicki, at Nicholas_lewicki@ibc.doi.gov with "Electrical Distribution System Maintenance Udall Building Sources Sought" in the subject line. The government emphasizes that this is an information-gathering exercise for planning purposes only, and neither unsolicited quotes nor any offers will be considered at this stage.
