About this opportunity
The U.S. Coast Guard is soliciting waterborne sidescan services for an underwater hull inspection of the USCGC Charles David Jr (WPC-1107), a Coast Guard cutter. The primary objective is to conduct a comprehensive assessment of all hull plating, including underwater and freeboard areas, to identify plate thicknesses and discrepancies for planning potential hull repairs during scheduled dry dock maintenance. The contractor must complete scanning operations within five calendar days using an automated scanning system achieving approximately 0.5" x 0.5" resolution, with deliverables consisting of a detailed electronic report organized by hull sections, findings narratives, plate summary tables, and color-coded composite scan image mosaics overlaid on shell plate expansion drawings. Evaluation will be based on three criteria: technical capability (demonstrating sound approach, knowledge of requirements, experience with major DoD/USCG vessel repairs, workforce capability, and quality control), past performance within the last three years, and price for reasonableness, with technical capability and past performance weighted significantly more heavily than price. The proposal deadline is March 27, 2026 at 2:00 PM EST, with site visits to be completed no later than March 11, 2026.
This solicitation is designated as a total small business set-aside specifically for women-owned small businesses (WOSB) under NAICS code 336611 (Ship Building and Repairing). The government intends to award multiple contracts to three vendors, with three separate periods of performance scheduled for June 21-27, 2026; June 28-July 4, 2026; and July 5-11, 2026, all taking place in Key West, Florida. Contractors must submit a signed cover letter, a completed pricing schedule for the waterborne sidescan job, past performance references (up to three contracts), and technical capability documentation including graphical planning documents, critical path analysis, and schedule risk identification. The pricing structure includes a definite line item for the core scanning work at a fixed rate plus an hourly composite labor rate for additional work, with provisions for over-and-above growth work up to 494 hours and a material markup fee against a baseline of $24,600. The Coast Guard has extended the solicitation deadline twice, most recently on March 23, 2026, to allow additional time for submission preparation.
