About this file
This is a Statement of Objectives for a waterborne hull plate assessment of the Coast Guard cutter WPC-1107 CHARLES DAVID JR.
The contractor must conduct an inspection scan of all hull plating, including underwater hull and freeboard areas, to identify plate thicknesses and discrepancies for planning potential hull repairs during a scheduled dry dock maintenance availability. Scanning operations must be completed within five calendar days and performed under Coast Guard Inspector or Contracting Officer's Representative (COR) surveillance. The automated scanning system must achieve approximately 0.5" x 0.5" resolution and cover all convex areas with an 8-inch radius or greater and concave areas with a 12-inch radius or greater, with a maximum 6-inch tolerance around obstacles such as sea suctions, discharges, rudder assemblies, anodes, stern tubes, shafting, and propellers. Paint thickness measurements may be taken to ensure accurate metal thickness calculations, which must be clearly documented in reports.
The deliverable consists of a comprehensive electronic report organized by port side, starboard side, and transom sections, with individual pages for each hull plate. The report must include a findings narrative summary, plate summary table identifying repairs with locations and descriptions, and composite scan image mosaics overlaid on shell plate expansion drawings with color-coded highlighting: RED for wastage ≥25% of nominal thickness, YELLOW for 10-24% wastage, and DARK GREEN for <10% wastage. All files must be compatible with standard Coast Guard software (AutoCAD, MS Office, Adobe PDF, JPEG format) and include raw data files, plate nominal thicknesses, legends, repair area outlines in blue, and plate orientation relative to the vessel. The complete report must be submitted electronically to USCG within 30 calendar days of scan completion.

Intent: Accomplish a waterborne inspection scan of hull plating (underwater hull and freeboard). Provide a digital report and supporting data of plate thicknesses across the entire underwater body and freeboard hull, for evaluation and planning of potential hull repairs that may be required in a forthcoming scheduled dry dock maintenance availability.
Scope of Work: The Contractor must identify and report all shell plate thickness and discrepancies in accordance with the following:
SURVEILLANCE - All scanning work must be performed in the presence of a Coast Guard Inspector or the COR.
PERFORMANCE PERIOD – Scanning work should not exceed five (5) calendar days.
SCAN AREAS - Scanning operations must cover all areas of the hull (below the water line and entire freeboard area) up to a maximum of six inches around obstacles.
Obstacles include sea suctions, discharges, rudder assemblies, anodes, stern tubes, shafting, and propellers
Automated scanners must be capable of scanning all convex areas with a radius of 8 inches and greater and concave areas with a radius of 12 inches and greater.
Note: USCG plans to accomplish a “pre-scan” hull cleaning to remove marine growth; however, light marine growth should be expected.
RESOLUTION - Automated scanning resolution should be approximately 0.5” x 0.5” (include intended resolution in the proposal, others may be acceptable). If necessary, the average paint thickness may be measured in order to provide a more accurate metal thickness at all scanned points. The average paint thickness must be clearly defined in the reports.
REPORT DESCRIPTION (DELIVERABLE): Develop an electronic file comparing the results and the plate drawings. The reports must include the following contents (minimum):
Findings narrative summary
Rev-0 (12DEC2025) 2 of 3
Plate summary – must be in table format with at minimum a column for plate identification, repair identification, location of repair area, size of repair area, and brief description (i.e. exterior pitting, hole, interior corrosion, etc.)
A composite mosaic of the scan images overlaid on the appropriate shell plate expansion drawing as listed below.
o Plates where scan data indicates wastage greater than or equal to 25% nominal plate thickness must be highlighted in “RED” and designated “repair areas”.
o Plates where scan data indicates wastage between 10% to 24% of nominal plate thickness must be highlighted in “YELLOW”.
o Plates where scan data indicates wastage less than 10% of nominal plate thickness must be highlighted in DARK GREEN.
o Label each plate on the hull designated for inspection as per the CG drawings listed in REFERENCES.
o Outline in WHITE or YELLOW all areas on the hull identified with 25% or greater deterioration.
The colors used to label repair areas must not be used for any other markings on the hull.
A separate page for each plate with a scan image of that plate only. All files must be compatible with USCG standard workstation software (i.e., AutoCAD, MS OƯice, Adobe PDF, JPEG format). Each page must contain the following:
o Plate nominal thickness(es).
o A legend showing plate thickness for green, yellow and red criteria.
o All repair areas must be outlined in blue in the scan image as they are marked on the hull.
o All unusual areas on the scan such as rough surface, etc. must be called out and noted in blue.
o Plate orientation relative to the cutter must be identified.
o Raw data files.
The report must be organized as follows and provided electronically to the USCG within thirty (30) calendar days of scan completion.:
o Table of contents
Rev-0 (12DEC2025) 3 of 3 o Plate summary o Complete port side mosaic showing colorized results o Port side scan and digital photos of each plate in sequential order o Complete starboard side mosaic showing colorized results o Starboard side scan and digital photos of each plate in sequential order o Transom scan and digital photos
