About this opportunity
The U.S. Coast Guard seeks dockside repair services for USCGC ACTIVE (WMEC-618), a 210-foot cutter, with proposals due August 14, 2026 and a pre-award site visit deadline of August 10. This is a women-owned small business 100% set-aside, NAICS 336611 (Ship Building and Repairing).
Place of performance is Port Angeles, Washington. The contract runs November 18, 2026 through January 12, 2027. Work encompasses 25 definite line items and 2 optional items including renewal of ship's service boilers, overhaul of steering gear systems, cleaning and inspection of seawater heat exchangers, renewal of deck and bulkhead plating, flushing of chill water and other systems, and watertight door renewal. The contractor must maintain a facility with a minimum water depth of 18 feet and 100-foot height clearance, accessible from navigable waterways.
Quoters must demonstrate three years of DOD or USCG vessel work, preferably on 210-foot or 270-foot WMEC-class vessels of similar scope and complexity. Prior to performance, the contractor must procure Ship Repairer's Liability insurance, Comprehensive General Liability insurance, Longshoremen's and Harbor Worker's Act coverage, and State Workmen's Compensation insurance, each at minimum $500,000 per occurrence. Evaluation prioritizes technical capability (15-page submission), experience (5-page submission), and past performance (3 pages, up to three references within three years), with price as the controlling factor if non-price factors are substantially equivalent. Questions close August 10. Amendment 2, issued August 3, updated the site visit requirement to August 10 and revised the Statement of Work.
