About this file
This is an Amendment to Solicitation/Modification of Contract issued by the U.S. Coast Guard to update clauses in a Request for Proposals (RFP) for vessel repair and maintenance services.
The amendment updates FAR Provisions 52.212-1 (Instructions to Offerors) and 52.212-2 (Evaluation Criteria) effective August 2025. The solicitation number is 70Z080-26-Q-MECP0029 with a closing date of Friday, 14 August 2026 by 11:00 AM EST. Quoters must submit four separate volumes: Technical Capability Submission (15 pages maximum), Experience Submission (5 pages maximum), Past Performance Submission (3 pages maximum), and Price Schedule. Technical submissions must address planning documents with data and graphical representation, overall performance dates, start/stop dates for Critical Line Items and sub-tasks, projected Critical Inspection Report delivery dates, quality management system certification or narrative, temporary service requirements, qualified technical representative qualifications, subcontractor management plans, system flushing and cleaning methods for various tank and system types, watertight closure experience, and pier restriction acknowledgments (40 psf posted weight, 3,000 lb wheel load, 6,000 lb axle load, 12,000 lb maximum load). Experience submissions must demonstrate three years of work on DOD or USCG vessels, preferably 210' or 270' WMEC-class vessels, covering similar project scope and complexity. Past performance references must include up to three recent relevant contracts within three years of solicitation posting. The contractor must provide a facility accessible from navigable waterways with 18-foot minimum water depth and 100-foot height clearance. A pre-award survey is required for contractors without current past six-month positive history. The evaluation prioritizes technical capability and experience over past performance, with price becoming the controlling factor if non-price factors are substantially equivalent. Questions close on 10 August 2026, and specification drawings may be requested until 5 August 2026.
