About this opportunity
The Department of the Army Mission and Installation Contracting Command at Fort Eustis is seeking to establish a Blanket Purchase Agreement (BPA) for conducting surveys and public opinion research for the US Army War College. The contract will be primarily for academic research surveys across the United States, with the government currently intending to award the contract on a sole source basis under the statutory authority of 10 United States Code 2304(c)(1). Interested businesses, particularly small businesses across various socioeconomic categories, are encouraged to submit capability statements demonstrating their qualifications. The sources sought notice requires respondents to provide detailed information including previous experience with similar requirements, pricing information, and recommendations for improving the acquisition approach. The response deadline is January 13, 2025, with submissions to be evaluated based on the company's ability to meet research survey needs, pricing, and competitive potential.
The BPA will cover a five-year period from January 1, 2025 through December 31, 2029, with individual call orders not exceeding $25,000 without Contracting Officer approval. The contract falls under NAICS code 541910 for Marketing Research and Public Opinion Polling, with a size standard of $22.5 million. While the notice indicates no specific set-aside is currently planned, small businesses in categories such as 8(a) Business Development Program, Small Disadvantaged Business, HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business are specifically encouraged to respond. Payment terms will vary, with orders under $25,000 processed via Government Credit Card and larger orders handled through Wide Area Workflow. The total contract value is not explicitly stated, but the structure allows for flexible research survey engagement over the five-year period.
