About this opportunity
The United States Marine Corps is soliciting offers for personal effects storage services to support deploying service members from Camp Lejeune, North Carolina and associated satellite facilities. The contractor will be responsible for packing, storing, and delivering personal property for Marines ranked E1 to E5 who are deploying for 90 or more days, with services including routine pickups within three business days and emergency pickups within 24 hours. Key requirements include maintaining a secure commercial warehouse facility within a 50-mile radius of Camp Lejeune, providing English-speaking personnel with proper identification and base access credentials through DBIDS, maintaining cargo insurance at six times the weight of stored items, and achieving 95% on-time performance for pickups and deliveries. Award evaluation will be based on technical capability, relevant past performance from the past three years with a minimum of three references, price, and period of performance. The deadline for submission of proposals is April 7, 2026, at 10:00 a.m. EST, with all questions due by March 25, 2026, at 12:00 p.m. EST.
This solicitation is set aside for Women-Owned Small Businesses (WOSB), specifically for Economically Disadvantaged Women-Owned Small Businesses (EDWOSB). The contract is structured as a firm fixed-price, requirements-based indefinite-quantity contract with a 12-month base period from April 15, 2026, through April 14, 2027, followed by four optional 12-month renewal periods extending through April 14, 2031. Amendment 01, issued on April 1, 2026, substantially reduced estimated annual quantities: storage services from 200,000 hundredweight to 2,000 hundredweight, packing and inventory services during normal hours from 140,000 hundredweight to 1,400 hundredweight, and emergency packing and inventory services from 18,000 hundredweight to 180 hundredweight, with pricing established on a per-hundredweight basis. Services will be provided Monday through Friday, 8 a.m. to 5 p.m. EST, excluding federal holidays, with up to five emergency visits outside regular hours permitted annually. The place of performance is Camp Lejeune, North Carolina, with the warehouse facility required to be located within a 50-mile radius of the installation.
