About this opportunity

The Defense Human Resources Activity is seeking a contractor to provide Language Instruction Services through an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The contractor must establish agreements with accredited Institutions of Higher Education (IHEs) to deliver quality language and culture instruction in 13 functional languages including Arabic, French, Indonesian, Korean, Japanese, Mandarin Chinese, Persian, Portuguese, Russian, Spanish, Tagalog, Ukrainian, and Vietnamese. The instruction must be capable of providing sustainment or enhancement training, counting toward degree requirements, or providing continuing education units, and may include regional and cultural components or teacher training delivered virtually, at the IHE, or at government facilities. The contract will be awarded based on a best value trade-off analysis evaluating technical capability, past performance, and price. The proposal submission deadline is July 24, 2024, following multiple amendments that extended the due date and changed the procurement from a small business set-aside to an unrestricted acquisition.

This procurement was originally designated as a small business set-aside but was amended to become an unrestricted acquisition open to all qualified contractors. The IDIQ contract has a five-year ordering period from August 30, 2024 to August 29, 2029, with a minimum obligation of $25,000 and a maximum value equal to the total awarded amount based on the pricing table structure. Individual task orders will be issued throughout the contract period to define specific training requirements, with the contractor required to maintain a network of IHE partnerships across the United States sufficient to meet task order demands. The work will be performed throughout the United States, with instruction locations determined by individual task orders and may include virtual delivery, on-site training at IHE facilities, or instruction at government facilities. The contract structure includes pricing for language instruction services and associated travel, with rates varying based on instruction environment, course duration, student group size, and credit versus non-credit options.

Amendment 0001 - This amendment provides Government answers to industry questions, changes the set-aside from small business to unrestricted, updates the ordering procedures to reflect the unrestricted procurement and notifies that a Subcontracting Plan is not required, removes several FAR clauses, and updates Attachments 1, 2, and 3.  Please note that the changes to Attachment 2 - IDIQ Pricing Table require additional aspects to be priced.  

DLNSEO seeks to identify a Contractor that can establish agreements with accredited IHEs to provide quality language and culture instruction that can provide sustainment or enhancement training, if desired count toward a degree requirement, or provide continuing education units if so desired. Therefore, the Contractor shall have negotiated agreements in place with IHEs that have the ability to provide training in the following functional languages: Arabic (incl Levantine dialect), French, Indonesian, Korean, Japanese, Mandarin Chinese, Persian (Dari, Farsi, Tajik), Portuguese, Russian, Spanish, Tagalog, Ukrainian, and Vietnamese. 

The Contractor shall also possess the ability to establish new agreements if additional languages are required that are not presently offered by the IHEs in their portfolio. The specific work to be performed under this agreement will be initiated through the issuance of individual task orders in accordance with the solicitation and the ordering guide established under the base contract. Individual task orders will include definitive task requirements, nature and scope of work, deliverables, and special requirements.

Instruction may include regional and cultural components, or teacher training. Language instruction services shall be provided beyond those available at the grant-funded Language Training Center (LTCs). Instruction shall be offered virtually, at the IHE, or at a Government facility, as defined by DoD organization or agency within each task order. LTC Program instruction within this contract can only be provided by IHEs as described under Section 529 of the National Defense Authorization Act of 2010.
