Various universities have teamed up with various small businesses based on the original status of this contract as a small business set-aside.
Universities may have made different decisions about the companies that they agreed to team with if they had known that this was an unrestricted contract. (In other words, universities may have teamed with companies not classified as small businesses.) Given that the universities did not have accurate information when teaming agreements were signed, will you allow universities to be added into the contract once the contract is awarded, especially if it is awarded to an organization not classified as a small business?

Per the PWS at 3.0, DLNSEO seeks to identify a Contractor that can establish agreements with accredited IHEs to provide quality language and culture instruction that can provide sustainment or enhancement training. Therefore, the Contractor shall have negotiated agreements in place with IHEs that have the ability to provide training for languages identified in the PWS. Also, the PWS at 4.1.1.2, the awarded contractor will be required to "maintain a network of IHEs in the United States sufficient to perform task order requirements."
The IHE agreements must be in place on day one of the first day of the contract ordering period. Factor 1, Technical Capability of the evaluation Factors needs to outline the technical apporach on how the offeror intends to meet these requirements (as identified in each Technical Element). Contractors may update, change, or alter their IHE agreements throughout the life of the contract as long as the contractor fulfills the terms and conditions of the LIS requirement for each Task Order issued. Also, universities are not bound to partnerships with only one business.
We would like to understand whether our company needs to have pre-established agreements with the Institutions of Higher Education (IHEs) at the time of proposal submission, or if we can establish these agreements after the contract is awarded to us.

Could you please provide information on which cities and states our company needs to have agreements with IHEs for language instruction?

Per the PWS at 4.1.1.2, the awarded contractor will be required to "maintain a network of IHEs in the United States sufficient to perform task order requirements." Also at the PWS 11.0, "the contractor shall provide a regionally dispersed set of option to address instructional environments described in sections 4.4 and 4.5."

We would like to inquire about the possibility of limiting the instruction to virtual environments or government facilities, as this could potentially reduce the overall cost of the contract.

Per the PWS at section 3.0, Scope, Language Instruction Services (LIS) "shall be offered virtually, at IHEs, or at a Government facility, as defined by DoD organization or agerncy within each task order." The Government has the need for LIS at all of these environments, and it will be based on the DoD components need at the time of issuance of the task order (see ordering procedures in the solicitation on page 5).
