The procurement covers three fuel types: Naval Distillate (F76) with an estimated quantity of 201,804,001 U.S. Gallons, Turbine Fuel Aviation (JP5) with 140,475,000 U.S. Gallons, and Turbine Fuel Aviation (JA1) with 280,358,005 U.S. Gallons (some requiring additives). Delivery modes include tanker, shallow draft tanker, barge, tanker truck, railcar, and pipeline, with a delivery period from January 1, 2026, through December 31, 2026, plus a 30-day carry-over period.

The solicitation (SPE602-25-R-0707) will be available on the System for Award Management (SAM.gov), with vendors required to submit offers through the Offer Entry Tool (OET). There are no small business set-asides. A notable aspect of the procurement is a non-competitive component for 32,550,000 U.S. Gallons of JA1 to be delivered by pipeline to the Defense Fuel Supply Point in Qatar Mesaieed, with Qatar Energy specified as the sole authorized supplier. Interested parties may submit capability statements by April 10, 2025, though the government retains sole discretion on whether to conduct a competitive procurement.
