About this opportunity
The Defense Logistics Agency (DLA) Energy is seeking a contractor to produce and store bulk aerospace propellants, specifically JP-10 (NSN 9135-01-666-1372) and PF-1 (NSN 9135-01-666-447), in support of National Defense and U.S. Space Programs. The solicitation (SPE60125R0303) is for a five-year Firm, Fixed-Price Requirements-Type contract from June 16, 2025, through June 15, 2030, with the contractor responsible for manufacturing a minimum of 519 gallons per day, totaling 675,000 gallons over the contract period. The government will use Lowest Price Technically Acceptable (LPTA) source selection procedures, evaluating proposals based on technical capability, past performance, and pricing. Proposals must address production capacity, storage requirements, quality control procedures, and compliance with military specifications MIL-DTL-87107F and MIL-DTL-87173D. The deadline for proposal submission is March 25, 2025, at 3:00 PM Central Time, with proposals to be submitted electronically to Contracting Officer Tammie Campbell.
The procurement is designated as a 100% Small Business Set-Aside under NAICS code 325199 with a size standard of 1,250 employees. The contractor must provide two JP-10 storage tanks with a combined 135,000-gallon capacity, maintain a 100,000-gallon reserve inventory, and have the ability to store up to 20 drums of PF-1. Ancillary services include monthly tank usage fees, drumming fees, and monthly storage fees, with the contractor's manufacturing fill-point serving as the designated Energy Aerospace Supply Point (EASP). The contract requires the ability to load two commercial tank trucks and 40 drums per day, with bulk shipments available within 7 calendar days and drum shipments within 3 calendar days of order receipt. While no incumbent is specifically named, the solicitation includes a transition plan for transferring approximately 130,000 gallons of JP-10 and 30 drums of PF-1 from the current storage location in Pasadena, Texas. The government estimates historical order quantities for JP-10 have ranged from 110,000 to 218,000 gallons annually.
