This is a synopsis / solicitation for the procurement of an estimated fifteen (15) nominally 60 foot long by 20 foot beam Dive Support Boats (DSB) over the next five (5) years under a Firm Fixed Price (FFP), Indefinite Delivery / Indefinite Quantity (IDIQ) contract. This contract will have a base year, and four subsequent option years to procure boats, equipage, initial spares, technical data, boat enhancements, and final delivery of boats to either the east or west coasts of the United States. The DSB will be built to commercial standards and practices using Government specified requirements. The DSB will be procured utilizing a competitive small business set aside in accordance with the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. The solicitation is anticipated to be posted within 30 days, this synopsis is provided as an advance notice.
An IDIQ contract with a base and four (4) optional years is contemplated, with award being made to either a single or multiple responsible Offerors. An award to a single Offeror is preferred if that Offeror can provide cost effective shipping to both the east and west coasts. If best value cannot be obtained with a single award, multiple awards to responsible Offerors will be contemplated.
The initial delivery order is estimated for two (2) DSB with subsequent delivery orders being based on the needs of the Navy. Options are to be exercised over four (4) years if the requirements for DSB still exist.
