This is a 100% Small Business Set-Aside designated as a disaster local area set-aside restricted to businesses residing or primarily conducting business in the Commonwealth of the Northern Mariana Islands.

Place of performance is Saipan, CNMI. The NAICS code is 562111, Solid Waste Collection, with a $47 million small business size standard. A mandatory site visit is required October 13, 2026 at 9:00 AM ChST; failure to attend renders an offeror ineligible for award. The contract period of performance is 14 calendar days after award. FEMA intends to award a single firm-fixed-price purchase order to the responsible offeror submitting the best value quotation.

The contractor must load, secure, and transport the lumber off the property; disposal services are not required, and FEMA's responsibility terminates upon removal from the site. The contractor must provide a primary point of contact, coordinate removal dates and times with the Contracting Officer's Representative, and submit removal documentation (signed load tickets, bills of lading, transportation manifests, or photographs) no later than two calendar days after removal of the final load. Evaluation factors in descending order of importance are Scheduling, Technical Approach, and Price. The Service Contract Labor Standards statute applies; Wage Determination No. 2015-5693, Revision 27, governs wage rates. Offerors must represent whether they meet the local area set-aside criterion and may be required to provide supporting documentation such as utility bills or bank statements.
