About this file
This is a Statement of Objectives (SOO) from the Federal Emergency Management Agency (FEMA) for the removal and transportation of pressure-treated lumber from FEMA Staging Area Fire Station #4 located in Koblerville Village, Saipan, Commonwealth of the Northern Mariana Islands. The contractor must load, secure, and transport approximately 77,838 pieces (733 bundles) of pressure-treated lumber in three sizes (2x6x8, 2x6x12, and 2x6x16) off the FSA Fire Station #4 property within a 14-calendar-day period following receipt of the notice to proceed. The contractor is responsible for providing all personnel, equipment, vehicles, supervision, and coordination necessary to complete the removal and transportation; disposal services are not required. FEMA's responsibility for the lumber terminates once it is transported off the property, as specified in an executed Hold Harmless Agreement that the successful offeror must execute before beginning performance.
Offerors are required to attend a mandatory Government-coordinated site visit at FSA Fire Station #4 before submitting an offer to assess lumber condition, quantity, configuration, access conditions, and transportation needs; failure to attend may render an offeror ineligible for award. Prior to performance, the contractor must provide a primary point of contact for coordination and must coordinate removal dates and times with the Contracting Officer's Representative. The contractor must submit documentation demonstrating removal (such as signed load tickets, bills of lading, transportation manifests, or photographs) no later than two calendar days after removal of the final load. Performance is deemed acceptable when all designated lumber has been transported off the property and required documentation has been submitted; the Contracting Officer retains final authority for acceptance.
