About this opportunity

The National Institute of Standards and Technology (NIST), an agency of the U.S. Department of Commerce, is seeking a qualified contractor to provide hazardous and non-hazardous chemical waste disposal and emergency response support services across three locations: NIST Gaithersburg, Maryland (600 acres with over 60 buildings and 1,000+ research laboratories), Department of Commerce Boulder Labs in Colorado (200 acres with 23 buildings), and an annual pickup at the NIST WWV/WWVB broadcast facility near Fort Collins, Colorado. The contractor must be licensed and permitted to operate a Treatment, Storage, or Disposal Facility (TSDF) and maintain EPA Part A or B certification, with the capability to handle a broad range of hazardous wastes including halogenated and non-halogenated hydrocarbons, PCBs, electroplating wastes, mercury compounds, compressed gas cylinders, and lab pack chemicals. Key requirements include weekly pickups from satellite accumulation areas with a minimum staffing of one chemist and one technician (twice weekly in Gaithersburg), proper waste manifesting and inventory management, compliance with all federal (DOT, EPA, OSHA) and state regulations (Maryland COMAR, Colorado CDPHE/CCR), and provision of emergency response and biological decontamination services. While formal evaluation criteria have not been detailed in this pre-solicitation notice, responses should demonstrate company qualifications, capability descriptions, relevant experience, and financial responsibility per 49 CFR Part 387. Questions regarding the opportunity must be submitted by April 13, 2026 at 2:00 p.m. Eastern Time, with responses to the Sources Sought Notice requested as soon as possible.

This pre-solicitation notice is issued without a small business set-aside designation and represents market research only, with no commitment to issue a formal solicitation or make an award. The estimated contract value is $47.0 million, reflecting the comprehensive scope of hazardous waste management across multiple large facilities over what is anticipated to be a multi-year engagement. NIST designates Gaithersburg as a large-quantity generator (EPA ID: MD5131531811), Boulder as a small-quantity generator (EPA ID: CO9131505175), and WWV/WWVB as a very small-quantity generator (EPA ID: COR000220723), indicating varying volumes of waste generation across the three sites. The solicitation number is NIST-SSN-26-OSHE-03 with Federal Supply Schedule code F108/562112, and the primary point of contact is Robert Singman at robert.singman@nist.gov. The Due Date listed of April 17, 2026 appears to apply to the Sources Sought Notice responses, though this pre-solicitation notice posted on April 9, 2026 is intended to allow prospective contractors to assess their capability to bid on the eventual formal solicitation.
