About this opportunity

The National Institute of Standards and Technology (NIST), an agency of the Department of Commerce, seeks quotations for disposal of hazardous and non-hazardous chemical waste and emergency response support services, with proposals due July 13 at 11:00 a.m. Eastern Time. This is an unrestricted, full and open competition under NAICS 562112 (Hazardous Waste Collection).

Place of performance includes the NIST Gaithersburg, Maryland campus (approximately 600 acres, over 60 buildings, over 1,000 research laboratories), the Department of Commerce Boulder Labs in Boulder, Colorado (approximately 200 acres, 23 buildings), and one annual waste pickup at the NIST WWV/WWVB broadcast facility near Fort Collins, Colorado. Some emergency response tasks may be required at both Gaithersburg and Boulder sites.

The prime contractor must own and operate an EPA Part A and/or Part B Treatment, Storage, and Disposal Facility (TSDF); contractual access to a TSDF is not acceptable. The contractor must maintain offices within a 50-mile radius of both NIST Gaithersburg and Boulder locations, maintain a minimum of two personnel per campus, and provide emergency response capability with on-site arrival within four hours of notification at Gaithersburg and eight hours or next business day at Boulder. Waste streams include hazardous and non-hazardous materials, biohazardous waste (approximately 35 boxes monthly at Gaithersburg), medical waste, batteries, antifreeze, compressed gas cylinders, and materials classified under RCRA and DOT regulations. The contractor must demonstrate a minimum of 10 years of hazardous waste management experience and employ primary and backup hazardous waste chemists with at least 5 years of relevant experience. Regulatory compliance with RCRA, 49 CFR (DOT hazardous materials), OSHA HAZWOPER, Maryland COMAR, and Colorado CCR is required. Minimum liability insurance of $1 million is required. No security clearance is required.

This is a time and materials contract with fixed labor rates billed hourly for pickups and fixed rates for different waste streams. Historical annual spending was approximately $401,824 for Gaithersburg and $226,758 for Boulder in FY2025. The incumbent contractor is Triumvirate Environmental Inc. The contract period consists of a 12-month base year (September 1, 2026 to August 31, 2027) with four optional 12-month renewal periods through August 31, 2031. A small business subcontracting plan is required per FAR 52.219-9, with waste collection, accumulation, packaging, and transport eligible for subcontractor performance. Prevailing wage requirements apply. Quotations must consist of three volumes: Business-Terms and Conditions, Technical Quotation (not exceeding 15 pages), and Price Quotation with fixed rates for all line items. Evaluation factors are Corporate Experience (Factor 2), Staff Experience (Factor 3), and Small Business Subcontracting Plan if applicable (Factor 4), with technical factors significantly more important than price, following a Go/No Go determination of mandatory requirements (Factor 1).
